The Opportunity

WSDOT is currently seeking a Property and Acquisition Specialist 4 to join the Northwest Region Property Management section. This position involves managing complex property transactions, including surplus property disposals, leases, and demolitions for major projects like the I-405 Mega Program. The ideal candidate will have expertise in real estate services, perform fair market rent assessments, and support WSDOT’s mission by facilitating multi-use public trails and increasing revenue through property sales and leases. This role also plays a key part in promoting a diverse, equitable, and inclusive work environment.

What to Expect

Among the varied range of responsibilities held within this role, the Property and Acquisition Specialist 4 will:

Maintain and update inventory files, maps, and photos for WSDOT properties.

Research property ownership by reviewing past plans, deeds, and relevant documents.

Investigate damage claims by verifying property ownership for the claim.

Review property encroachments and issue removal notices to property owners.

Prepare legal documents for various lease agreements, including airspace and ground leases.

Draft and review complex and non-complex WSDOT documents for final approval and signature.

Develop and negotiate lease/contract agreements, ensuring compliance with state and federal policies.

Conduct site inspections for leased and surplus properties, documenting conditions and any necessary follow-up actions.

Process payments for special assessments and fees related to DOT-owned parcels.

Assist in organizing and providing property management training for staff and consultants.

Qualifications

To be considered for this opportunity, the following are required:

Bachelor’s degree

and

three (3) years of experience in property management activities.

OR Associate’s degree

and

four (4) years of experience in real estate related fields (must include three (3) years of experience in property management activities).

OR Six (6) years of experience in real estate related fields (must include two (2) years of experience in property management activities).

OR Three (3) years of experience as a Property & Acquisition Specialist 3 (must include three (3) years of experience in property management activities).

In addition to:

Ability to research public records to locate property information and maps.

Ability to understand and follow written and verbal instructions, good judgment to accomplish assignments and/or solve problems; investigate and find facts, analyze and solve complex problems; communicate effectively both written and orally; think critically, and devise solutions and/or relay information to respond to inquiries from internal and external customers.

Ability to consistently and dependably be at work and allow schedule flexibility.

Valid driver’s license and ability to independently operate an automobile for travel to all areas of the region.

Ability to conduct fieldwork in inclement weather and traverse uneven/steep terrain.

This recruitment may also be used to fill additional positions per business needs.

The salary listed includes the legislative-approved 5% salary premium and a 2.5% premium for PAS4 positions in Seattle, WA, King County.

This position offers flexible/hybrid remote work options.

WSDOT does not use the E-Verify system; therefore, we are not eligible to extend STEM Optional Practical Training (OPT).
