perform
process, controls, and systems analysis; interfacing with users to support functional and technical requirements development, analysis of tools and techniques to support the development of processes, systems, and controls.This is a 2 years plus consultant position with high probability of long term and ongoing continued employment. This position is hybrid in Vancouver, WA with onsite 1 - 2 days weekly.The hourly pay rate range for this position is $60.00 - $66.00 depending on related qualifications and experience, as well as composition of selected compensation package.The ideal candidate must possess the minimum qualifications:A degree in Information Technology, Technical Management, Information Management, Engineering, Business Systems, Computer Science or a directly related technical discipline is preferred.8 years of experience is required with an applicable bachelor's degree.10 years of experience is required with an applicable associate degree.12 years of experience is required without a degree.Experience should include business systems analysis with a focus in process development in and for a regulatory/regulated business environment. Expert level practitioner in business systems analysis and/or systems analysis. (Project business system analysis experience required; do not include Service Desk or O&M experience).Demonstrated experience in supporting full lifecycle of projects through the IT Systems Development Lifecycle. Advanced knowledge in IT planning, functional and technical specifications, and system life cycle (SLC) management.Experience Supporting Requirements Development including:Conduct interviews and facilitate workshops to elicit business requirements.Research, analyze, model and organize information for developing requirements.Decompose high-level information and abstract up from low-level information to distinguish solution ideas from business needs.Facilitate requirements validation sessions and present findings to BPA management and other stakeholders.Collaborate to resolve requirements conflicts between stakeholders.Research, document, and validate current and future state processes and designs (functional and technical).Help define best approaches, alternatives, and decision frameworks for alternative business solutions analyses.Demonstrated experience with Engineering Requirements/Business Process Improvements/Metrics/Reporting. Experience with the NERC Reliability Standards or equivalent regulatory standards and documentation requirements, including experience delivering projects with Cyber Security and/or other compliance requirements. Examples of equivalent experience includes airline, medical, nuclear industry, or other life-safety/reliability industry with similar oversight.Advanced knowledge of Visio or other similar flowchart tools. Experience with use of SharePoint and MS Project.
