32.5 Mon.-Wed. 9:00am-4:30pm, Thurs. 9:00am to 7:00pm and Fri. 9:00am to 1:00pm

The City of Woburn seeks qualified candidates for the position of

Residential Appraiser/Assessor Systems Manager

in the Assessing Department. The position will be a member of the Local 25 Teamsters Labor Union.

SUMMARY OF DUTIES:

The Residential Appraiser/Assessor Systems Manager is a union position that works under the direction of the Board of Assessors and Chief Appraiser. The position will be directly involved in all processes to value all properties in the City of Woburn with emphasis on property classes:

Perform technical work in mass appraisal of all type of real property

Collects and maintains inventory for all real Property

Assists and processes taxpayer’s requests relating to real property, personal property, property exemptions, and excise tax

Develops and maintains computerized valuation models to meet state mandates certification standards

Correlates and analyzes economic data from external sources to construct econometric models applied to valuation

Conducts real property valuation reports in defense of assessed values and provides testimony before MA Appellate Tax Board

Works with DOR certification advisor during triennial certification process

Interprets deeds, assessment maps, recorded plans to determine property ownership and development feasibility of real property

Develops reports from relational databases in support of interdepartmental requests or for public inquiries

Applies expert real estate knowledge and experience in assigning qualitative property characteristics

Conducts negotiations with property owner/tax representative to settle outstanding tax appeals

Makes recommendations to the Board of Assessors on valuation appeals

Other duties as assigned

MINIMUM QUALIFICATIONS

Bachelor’s degree and / or comparable amount of experience in municipal assessing

MA State License R.E. Appraiser or 3 plus years of mass appraisal experience

Knowledge of MA general laws in administering property tax

Five years directly related work experience

Excellent communication skills with ability to maintain impartial and effective relations with the public

Proven knowledge of software programs such as Microsoft Office and web-based systems in completing assignments.

Valid MA driver’s license

PREFERRED QUALIFICATIONS:

Professional designation from MAAO and/or IAAO

Knowledge of Vision Government Solution Software highly desirable

Knowledge of MUNIS Software

Knowledge of RRC personal property software

Knowledge of Mobile Assessor Software

Proven knowledge of mass appraisal theory and techniques

PHYSICAL REQUIREMENTS

Duties performed may entail site visits to properties and active construction sites for inspections.

The employee is required to stand, walk, sit, speak and hear, stoop, bend and reach. The employee must be able to navigate all areas of the building and perform essential office tasks. The position may require the employee to carry or lift materials up to 50 lbs.

Must successfully pass a Criminal Offenders Record Information (CORI) background check and pre—employment physical with drug and alcohol test.
