POSITION SUMMARY ***WITH $5000 SIGN ON BONUS***
Performs complex professional work appraising commercial, residential, farm and undeveloped real estate for assessment and tax purposes; does related work as required. Work is performed under the general supervision of the County Assessor. Supervision is exercised over subordinate division personnel.
ESSENTIAL DUTIES
Supervises commercial staff personnel and explains technical aspects of property appraisals as needed.
Appraises real property and commercial real estate, answering inquiries concerning appraisals when possible.
Prepares, reviews and edits reports on activities; enters data into computer system maintaining records and files.
Plans, implements and directs County-wide mandatory revaluation program.
Interviews persons familiar with property; inspects property; searches public records of sales, leases, assessments and other transactions to determine proper value.
Assembles and categorizes sales, rents, expense data as it relates to the operation of real property, overall rates, and cost data.
Assists public with information requests on property ownership, value, legal description, purchase price and date of purchase.
Conducts staff meetings to discuss accomplishments, reviews work assignments; reviews office practices and procedures.
Audits parcels enrolled in the farm use program and determines eligibility; issues rollback tax notices.
Places new values on parcels that have been split from a larger tract by deed.
Collects data relative to land valuations and applies such data in appraising specific parcels of land.
Keeps abreast of local property trends of modern appraisal methods and techniques.
Performs related tasks as required.
KNOWLEDGE, SKILLS AND ABILITIES
Thorough knowledge of the practices of real estate appraising for assessment purposes, building and land values; state laws, and County ordinances relating to real property assessing.
Ability to analyze factors which tend to influence the value of property and to exercise judgment in the determination of property values, to write clear and concise reports and to establish and maintain effective working relationships with the general public and associates.
EDUCATION AND EXPERIENCE
Required
High School diploma or GED and experience equivalent to graduation from accredited community college with course work in business administration or related field.
Must have five years of commercial real property appraisal and experience in presenting & defending real estate appraisals before boards or judges.
Preferred
Bachelor’s degree from an accredited college or university with course work in business administration or related field.
Preferred six or more years extensive experience in commercial real property appraisal and considerable experience in presenting & defending real estate appraisals before appellate boards or judges.
LICENSE OR CERTIFICATION REQUIREMENTS
Required valid driver’s license issued in South Carolina.
Required Certified General Appraiser license or certified General Mass Appraiser license issued by the South Carolina Real Estate Appraisal Board.
