REAL PROPERTY APPRAISAL OFFICER (SR-28) [1 vacancy]

Plans, coordinates and administers a program involving the appraisals of real property for either acquisition of land and rights or tax assessment purposes; prepares appraisal reports; provides consultation and advice to Corporation Counsel's Office on matters pertaining to real estate valuation; and performs other related duties as required.

Current vacancy : There is one (1) vacancy with the Department of Design and Construction, Land Division. Position is located at the Fasi Municipal Building in Honolulu. Position is responsible for planning, coordinating, and administering a program involving the appraisal of real property for acquisition or disposition purposes. Responsibilities include preparation of appraisal reports and appraisal review reports, supervising the Real Property Appraiser V, as well as providing consultation to the Corporation Counsel's Office on matters pertaining to real estate valuation.

***Salary Range: $6,949 to $8,130 per month (SR-28) salary negotiable, pending approval and subject to funding availability.***

EDUCATION REQUIREMENT : Equivalent to graduation from a regionally accredited college or university with major work in the field of business or public administration, economics or a related field. Education obtained outside of the United States must be comparable to a degree earned at a regionally-accredited college/university in the United States. In order to receive credit for the education, a foreign credential evaluation (FCE) must be provided. We also reserve the right to request further information about your academic program, evidence of comparability, or an original transcript.

EXPERIENCE REQUIREMENT : Five years of professional experience in real property appraisal work, two years of which must have involved partial taking and other condemnation appraising. Such experience must have demonstrated knowledge of techniques, methods and principles used in real property valuations and appraisals; the summation, market data and income residual approaches to value; physical, functional and economic depreciations; compensable and non-compensable damages; access and air rights; the various sources of information required in real estate appraisals; real estate values in Honolulu; laws, rules, regulations and procedures pertaining to the appraisal of real estate in the City and County; research principles, techniques and methods; and the ability to make sound independent appraisals of property; interpret and apply the various laws, rules, regulations, ordinances and statutes governing the appraisal of real property for the organization’s purposes; read and interpret engineering plans and drawings for appraisal purposes; exercise good judgment in evaluating situations and making decisions.

LICENSE/CERTIFICATION REQUIREMENT : 1. The current vacancy requires a valid State of Hawaii certification as a Certified Residential Appraiser (CRA) or Certified General Appraiser (CGA) at the time of application.
