Come build the future with us.The Budget and Finance Director leads the Budget and Finance department for the City of Gresham, including budgeting and financial planning, accounting services, and financial operations. The Director is responsible for a department of approximately 45 professionals, overseen by three managers. The ideal candidate is a gifted communicator who can synthesize and explain a more than $880 million budget with fluctuating funding sources and circumstances to diverse constituents and stakeholders. We hope our next Director brings prior experience working for a municipal body in finance roles with demonstrated analytical and problem-solving skills. We are looking for a collaborative connector who can help lead an experienced and competent team of financial experts.Financial Forecasting, Long-term Planning, and Budget Development and Oversight

Guide, oversee and communicate forecasts for all funds as needed to provide long term sustainability and ensure long term planning.Monitor revenue and expense trends to support decision-making.Guide development of City budget to ensure compliance with Oregon Budget law.Guide departments and City leadership regarding usage of public resources, management of expenses, and funding for City services.Oversee forecasts related to General Fund, Property Taxes, Enterprise Zone, GRDC/UR, infrastructure funds, business funds, risk and special revenue funds.Support rate-setting for utilities and for health/dental programs, establish internal collections for pension bonds, workers comp and liability programs.Lead, guide, and carry out financial analysis and support for special projects for all City departments.Financial Management and Internal Practices

Oversee systems, protocols, practices and procedures regarding all financial management matters for the City.Provide guidance and leadership for payroll, utility billing, accounts receivable, accounts payable, collections, business & rental licensing, cash management, investments, debt management, purchasing, grants management, accounting and budgeting.Establish and maintain internal controls to limit or avoid instances of fraud or other misuse of funds.Ensure equity, consistency and fairness in collection of revenues and usage of assistance programs.Budget and Finance Department Management

Provide overall guidance and management for entire Budget & Finance Department, managing hiring, employee performance and development, and team engagement and retention.Promote thriving and equitable workplace culture.Establish priorities and procedures, manage internal and external communications, and coordinate activities across work areas.Support and implement process improvements within the department and throughout the organization.Communication of Financial Information Internal & External to Organization

Develop and communicate financial information internal and external to the organization.Ensure consistency, accuracy and transparency of information to increase and maintain trust and confidence with the community and to demonstrate stewardship of resources.Review Council Agenda Items for accuracy and messaging regarding financial matters. Serve as primary liaison to Budget and Finance Committees.Represent the City on financial matters at Council meetings and other public settings.Minimum Qualifications:

Bachelor’s degree related to finance, business administration, or other relevant fieldThree (3) years of experience managing financial functions for public entities or environments with similar features. Experience should include responsibility for managing cross-departmental budget planning and administration processes.Any combination of experience, education, and training that is equivalent to 7 years of relevant experience and demonstrates capability to perform the essential functions will be considered.The selected candidate will be required to pass a criminal background and credit checks.Learn More and Apply:Applicants complete a brief online form and are prompted to provide a cover letter and resume.
