Position Summary
The Finance Director plans, directs, and evaluates the activities and operations of the City's Finance Department and Municipal Court. The Finance Director provides long-range strategic direction on financial issues, serves on the City's executive management team, collaborates with other City departments and outside agencies, ensures accurate accounting of the City's financial activity, and provides high level complex administrative and policy support to the Mayor, City Council, City Manager, and Department Directors. The Finance Director is expected to ensure that city's core values of stewardship, equity, courage and accountability translate to City's overall financial strategy and approach to municipal court.

Assure accounting operations are accurate, timely and efficiently run.Assure annual audit process finds that the city conducts its financial activities according to GASB, state and other relevant standards and the Annual Comprehensive Financial Report is produced at a level that allows it to earn the GFOA award for financial reporting.Assure internal control processes, policies and standards that allow the finance office and the organization generally to properly account for and safeguard the fiscal and physical assets of the city and its component units.Assure payroll processing is carried out in a timely, accurate manner and in accordance with federal and state laws as well as consistent with the requirements of bargaining agreements.
Budget and Financial Planning
Assure budget process meets Oregon statutory requirements.Assure budget process and ongoing systems allow all departments to effectively manage their operations to budget and in accordance with Oregon Budget Law.Assure budget process and information is transparent and understandable for the governing body, management and staff, and the public generally.Assure MacTown 2032 and council priorities are frameworks incorporated into how the city budgets and how we articulate our financial plans in the budget document.Assure adequate systems that allow for the city and its component units exist to allow for long-term financial planning.
Division Oversight
Support finance and municipal court team to be effective in their work as well as have a positive team dynamic.Assure that financial services and the municipal court teams are able to meet the needs of their respective internal and/or external customer groups with quality, responsive customer service.Work collaboratively with the teams to align staffers' work and priorities with the city's core values and MacTown 2032 strategic priorities.Communicate with elected officials, city partners and the public on financial matters and concerns.Support the delivery of quality treasury services including banking, merchant services, investments that meet all relevant legal and contractual requirements.Support debt management needs and requirements of the city and its component units.Assure annual insurance renewal processes adequately address the risks associated with the city's operations and that employees have access to health insurance benefits at the best possible price.Support departments and provide functional leadership with grant management, procurement, and related services.Provide for on-going improvement of business processes and leverage technology to support the work of the finance department, city-wide internal customers, municipal court and the people who come before the bench.
Executive Team Support
Support city-wide initiatives and strategic efforts of the city.Provide financial point of view as part of discussions and planning efforts.Assure the work of the finance and municipal court teams is aligned with MacTown 2032, city-wide initiatives and strategic priorities.Provide communication link to teams from the Executive Team and/or Council to support staff's understanding of and ability to provide input to the strategic goals and activities of the City.
Supervision
Manages, coordinates, and supervises the work of direct reports.Interviews and recommends hiring, disciplinary, and termination actions.Establishes department goals, priorities, and metrics in alignment with the city's goals and objectives.Establishes individual performance expectations and objectives for direct reports.Selects, supports, and motivates staff.Provides and coordinates staff training and supports professional development goals.Oversees workplace safety programs and policies.Conducts performance review meetings and produces written performance evaluation documents.Provides coaching for performance improvement and takes appropriate disciplinary action, up to and including termination, to address performance deficiencies.
