DESCRIPTION

Shoreview, Minnesota, a premier City in the north metro area of the twin cities seeks a dedicated and passionate financial professional for its next Finance Director.

This position provides overall leadership and direction for the finance department long-term financial plan, biennial budget, capital improvement plan, comprehensive infrastructure plan, utility rates, community benchmarks, financial reports, debt issuance. Coordinate and prepare the city's budget and financial statements. Provide the city manager and city council with financial information in order for them to make informed decisions on the short-term and long-term financial stability of the city.DUTIES INCLUDE

Maintains a comprehensive and integrated approach to managing the City's finances. Key components include ensuring decision making consistency with regard to the City's long-term financial planning, strategies and policies through a variety of efforts throughout the year, including but not limited to: preparation of the comprehensive infrastructure replacement plan, capital improvement plan, five-year operating plan, and biennial budget; debt issuance and timing for debt repayment; capital financing; tax levy projections; rate setting for utility rates and fees/charges (recycling, snail lake augmentation, community center rates etc.); determination of inter-fund charges; other revenue generation opportunities.Manages and provides oversight of all financial operations including accounting, payroll, utilities, and front desk reception.Directly supervises the Assistant Finance Director and Finance Systems Manager.Manages employee performance; provide coaching and mentoring to address performance concerns and issue discipline and rewards as appropriate.Prepares and implements the biennial City budget; monitor revenues, expenditures, and investments to ensure sound fiscal control; maintain on-going budget supervision.Develops and updates the City's long-term financial plan including the five-year operating plan, the comprehensive infrastructure replacement plan and the capital improvement program.Provides quantitative and qualitative analysis and evaluation of financial data for decision making such as revenue and financial projection forecasts; explores, evaluates and recommends policy choices for complex financial issues such as capital projects and organizational efficiencies.Collaborates with and educates colleagues on financial items including but not limited to capital planning, payroll, risk management, and workers compensation.Prepares the City's comprehensive annual financial report.Prepares Utility Rate studies.Manages the City's finances to provide for bonded debt service for general obligation bonds, revenue bonds, and local improvement district bonds in partnership with financial advisors.Makes public presentations at City Council meetings and public hearings; responds to questions and comments; updates public information pieces such as the Community Benchmarks booklet.Maintains the City's accounting system in conformance with Generally Accepted Accounting Principles (GAAP) as established by the Governmental Accounting Standards Board (GASB).Manages the city's audit process.Provides other user departments with financial information.Submits State reporting to the state auditor's office.Other duties and special projects as assigned.This list is not intended to include all essential job functions, but is representative of the typical job duties.

Minimum Qualifications:

Bachelor's degree in accounting, finance or related field.Five years governmental accounting experience.Experience in a broad range of municipal finance operations.Three years supervisory experience or serve in a leadership role.CPA certification.Desired Qualifications:Five years of upper-level management experience.Master's degree.Necessary Knowledge, Skills and Abilities:Skilled in supervising personnel including delegating responsibility, training, and evaluating performance.Extensive knowledge of accounting standards, procedures and principles.Considerable ability to interpret complex financial documents.Strong organization and interpersonal skills.OTHER

Hours:

Typically 8:00 a.m. - 4:30 p.m., Monday - Friday with occasional evening meetings.

2025 full salary range:

$128,752 - $171,850 annually; DOQ, plus excellent benefits. This position is exempt form overtime pay.

Duties of the job are primarily administrative in nature performed in an office environment. The physical and environmental hazards and risks associated with the job can be characterized as minimal.
