Main Purpose of Job
The Fiscal Accounts Technician Supervisor is responsible for the supervision of Fiscal Technicians or Fiscal Clerk staff for the Eastern Shore Hospital Center.
Job Duties include:
Managing, reviewing and approving Technician/Clerks entries in FMIS - Financial Management Information Systems for Accounts Payable, Journal Entry (Adjustments) and updates for TAS (Trust Accounting Software) System (Patient Funds) withdrawal and deposits, Petty Cash Fund and Welfare Fund and MITS (Maryland Inventory) Tracking System.
Managing Merit and Special Payments payroll, including receiving/reconciling pertinent payroll information from Central Payroll Bureau, creating Journal Entries to move salaries of Psychiatric Doctors, OD (On Duty) Doctors out of Special Payroll to do Journal Entries into FMIS - Financial Management Screen 500 and approved on Screen 530.
Analysis in applying and interpreting complex administrative plans or policies, requiring regular use of independent judgement. Responsibilities involve billing and receivable (Patient Fund).
Supervising entry/entries for inter-agency transactions and providing liaison with officials in other agencies in the State, legislature, the federal government, private industry or local government agencies.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Three years of experience reconciling agency accounting systems to fiscal control systems or developing automated spreadsheets, ledgers and reports using accounting software packages or identifying budget trends and recommending budget realignments.
Notes:
Experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required high school education.
Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preferred candidates should possess the following:
Experience supervising the day-to-day operations of an accounting department;
Six months of FMIS and other state accounting and budgeting systems experience;
Experience with billing and receivables (Patient Funds).
