Job Description
The recruitment period for this vacancy has been extended to allow for a larger applicant pool. If you have already applied there is no need to reapply.
The Department of Commerce, Community and Economic DevelopmentAlcohol & Marijuana Control Boardis recruiting for a Division Director to join our team.
What you will be doing:
The Director of the Alcohol and Marijuana Control Office (AMCO) serves as the executive officer of both the Alcoholic Beverage Control (ABC) Board and the Marijuana Control Board (MCB) and is the principle executive officer of the Office. The Director provides leadership and oversight for the strategic functioning of the Office through collaboration and leadership of the Office and its executive team. The Director is also responsible for representing AMCO through testimony before the legislature.
Our organization, mission and culture:The Director is responsible for licensing, compliance, and enforcement of the State's alcohol and marijuana industries. The Alcoholic Beverage Control (ABC) Board controls the manufacture, barter, possession, and sale of alcoholic beverages in the state. The Marijuana Control Board (MCB) controls the cultivation, manufacture, and sale of marijuana in the State. While control of these industries is the purview of the boards, the Director is relied upon for analysis and recommendations for the proper application of the State's statutes and regulations. This is a dynamic position that leads a motivated team of professionals. The alcohol industry recently underwent a substantial rewrite of its statutory framework, and a strong understanding of regulatory structure is essential. The marijuana industry continues to develop and face unique challenges resulting from its unique legal status under state and federal law. The successful candidate will have a demonstrated commitment to customer service, particularly as the office continues to move to a full electronic licensing and case management system, an understanding of the intersection between regulatory structures and business feasibility, a commitment to protecting public health and safety while advancing commerce within the State, and be an effective communicator and leader.
The benefits of joining our team:
The Department of Commerce, Community, and Economic Development is a diverse department that's mission spans customer service, consumer protection, and community development. The AMCO Director works closely with the department's leadership team, and the ABC and MCB boards, and both board chairs. This position also supervises an enforcement staff of peace officers and the successful candidate must be able to obtain APSIN and CJIS clearance. This position provides for a high level of independent judgement and requires strong leadership skills and the ability to apply statutes and regulations in complex situations. With 2,500 licensees of varying types, the AMCO office is under constant pressure to innovate to reduce processing times, remove barriers, and improve customer service. The Director is responsible for balancing these pressures with the public safety and effective regulation responsibilities of the office. Maintaining this balance and providing consistent, fair, and supportive guidance to the staff of the division is essential to successful leadership in this role.
The working environment you can expect:
While AMCO has staff in Juneau, Fairbanks, and Anchorage, the majority of the staff is located in Anchorage and performs primarily in person work at the AMCO headquarters in the Atwood Office Building. Four to five in-state trips to attend board meetings, several trips to Juneau during legislative session, as well as two to three out of State trips are anticipated each year.
Who we are looking for:
We are looking for a dynamic leader with a commitment to serving Alaska's business community while ensuring balance in public safety and protection. A background in either law, business management, or administering or operating within a highly regulated industry is preferred.
