Job Description:The Texas Health and Human Services Commission (HHSC) seeks highly qualified candidates to fill the Program Specialist VI position with Community Services (CS), Community Care Services (CCS), Community Care Services Contracts (CCSC) Section. Under the direct supervision of the CCSC Director, the CCSC Senior Advisor performs highly advanced (senior-level) consultative services and technical assistance work. Work involves planning, developing, and implementing major CS/CCS/CCSC initiatives, projects, and advance technical assistance to internal and external stakeholders. Seeks clarification or direction from CS Leadership, Legal Services as needed or required. Disseminates information, policy, and procedures.
The CCSC Senior Advisor provides consultation, coordination, and oversight and research of projects, assignments, studies, and analysis of operations. Also prepares reports associated with planning, developing, and implementing or administering projects for CCSC. Facilitates and assists in the establishment of priorities, standards, and measurements for determining progress in meeting goals. Prepares and facilitates the coordination of administrative reports and studies, legislative and other executive management presentations, and performs specialized research projects. Responsibilities include state and federal audit coordination and legislative coordination including legislative bill analysis for CCSC. As needed, participates in executive or personnel meetings with or as a representative of the CCSC Director.
The CCSC Senior Advisor exercises sound judgement in making critical decisions, analyzing complex information, interpreting State and Federal laws. Supports overall CCSC operations. Applies appropriate intervention and administrative remedies. Represents CCSC at meetings, workgroups, projects, and conferences. This position may serve as a lead worker providing direction to others. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. The position requires professional communication and interaction with agency executive management and program staff, other state agency staff, elected officials and their staff, contractors, service providers, advocacy groups, consumers, families, and other stakeholders.

EJF 1Develops and manages highly complex initiatives for CCSC by leading/participating in workgroups and projects. Conducts analysis of legislative bills, audit findings, Texas Administrative Code, contracting policy and procedures. Completes research, white papers, and provides high quality reports. Reviews contract policy and procedures to provide technical assistance to internal and external stakeholders. Collaborates with staff across areas and agencies to oversee the development and implementation of policies related to contracting. Works to identify risks and issues and develops mitigation strategies and solutions.(Percentage of Time Spent on Tasks = 30%)
EJF 2Tracks, compiles, and reports on all CCSC audits and performance measures. Prepares management presentations and performs specialized research projects. Oversees the development, preparation, and approval of agency memos. Reviews or drafts escalation emails to ensure CCS/CS leadership are made aware of issues with proposed mitigation/next steps. Receives, assigns, and tracks CS/CCS/CCSC assignments to ensure expectation is met with quality and timely completion of assignments. Attends personnel and confidential meetings and reviews or drafts documentation.(Percentage of Time Spent on Tasks = 30%)
EJF 3Provides operational support to enrollment and monitoring teams and fosters a positive team environment. Updates CCSC management databases, employee directories, vacancy logs, and maintains permission sets for CCSC SharePoint. Maintains hiring forms such as job descriptions and candidate selection summaries(Percentage of Time Spent on Tasks = 10%)
EJF 4Represents CCS and CCSC in internal and external conferences, meetings, work groups and projects. Provides consultative support and technical assistance to staff and leadership. Participates or leads coordination and collaborative efforts within CS and HHSC to provide proactive analyses of the impact of change and implementation of new systems, audit findings, Texas Administrative Code, policy, and completion of major HHSC projects.(Percentage of Time Spent on Tasks = 10%)
