Job Description:Program Specialist VI
The Program Specialist VI is selected by and directly reports to the Community Resource Coordination Groups (CRCGs) Program Supervisor on the Children's Mental Health Systems Coordination team. The Program Specialist VI position supports CRCGs. The Program Specialist works within HHSC Behavioral Health Services (BHS) Mental Health Programs. The Program Specialist VI works under the direction of the CRCG Program Supervisor with latitude for use of initiative and independent judgment. The CRCG program consists of the HHSC CRCG team, the State CRCG Workgroup and local CRCGs. CRCGs provide assistance to individuals and families with multi-agency needs by helping to connect them with appropriate services. The Program Specialist VI provides vision, support and training for the CRCG program, and will lead training support efforts for local CRCGs, to include: building and executing training curriculum, training and coaching local CRCG leaders and members, supporting the State CRCG workgroup and subcommittees and executing strategic plan activities. Additional responsibilities include leading special projects, interpreting state and federal laws and regulations and department rules and policy as they apply to program planning and policy development, identifying and implementing best practices and establishing quality assurance. The candidate will assist with data collection and analysis and will work in close coordination with relevant state agencies and internal and external stakeholders. Duties include: Works with partners to coordinate and implement CRCG focused projects and initiatives. Provides leadership and support on project management, strategic planning and oversight and reporting on key initiatives associated with the maintenance and improvement of the CRCG program. Reviews proposed federal and state statutes and regulations that impact the CRCG program and provides consultation and guidance to ensure compliance.
Provides complex planning, implementation, and evaluation of strategies to achieve HHSC priorities, policy development and coordination. Works across HHSC and in coordination with external partners to coordinate policies and implementation. Conducts research as needed.
Develops and coordinates briefing documents, issue papers, correspondence, bill analyses and memorandums for executive management review and decision-making. Responds to legislative correspondence and requests ensuring coordination with appropriate staff. Meets with fiscal and budget staff to provide guidance and input in assessing the fiscal impact of proposed policy changes. Represents BHS on external councils, committees or workgroups as needed. Works on cross-agency initiatives and projects that will enhance or fill gaps.

30% Provides programmatic support to the CRCG program by providing training and technical assistance, program model oversight and programmatic guidance. 10% Provides analysis of federal and state legislation and regulations; develops legislative reports and responds to questions from external organizations.
10% Prepares and approves written documents, including project updates, summaries, newsletters and other documents.10% Provides training and technical assistance and guidance to staff (internal and other HHSC agencies) on the CRCG process.

Graduate degree with two years' full-time experience in project management, training, organizational development, or community organizing.
Experience in behavioral health is preferred.
