Job Description:The Texas Health and Human Services Commission (HHSC) is seeking highly qualified candidates to fill the position of Community Partner Program (CPP) Data and Technology Program Specialist within the Access and Eligibility Services (AES) Community Engagement Division. Essential Job Functions:Attends work on a regular and predictable schedule by agency leave policy and performs other duties as assigned.
(25%) Assists with collecting and analyzing program data from the Community Partner Program (CPP) staff (which includes SNAP Application Assistance, Community Support Specialists (CSS), and contractors). Assists with designing strategies to mitigate or avoid risks for program improvement. Analyzes and interprets qualitative and quantitative data sets. Interprets and presents data to diverse audiences in understandable formats, including memos, reports, and data visuals. Coordinates specialized research projects to analyze data and identifies and implements strategies for program improvement and strategic change.
(25%) Assists the Data and Technology team with administration and ongoing development of databases and customer relationship management software (Salesforce). Oversees the quality of the deliverables and activities of CPP non-financial contractors, provisioning, and background checks. Works with CPP staff and external parties to maintain and create solutions and improvements to the application. Maintains accurate program data across various computer applications. Works with CPP staff and external parties to identify needs and create reports.
(15%) Works closely with the Data and Technology Team and CPP team members to lead and support special initiatives, projects, and daily program operations. Assists in leading project workgroups and coordinates meetings and teleconferences with internal and external members. Develops recommendations relating to changes in programs and policies for CPP improvement. Helps create strategic work plans to improve program operations and implement new projects and initiatives. Act as liaison between the CPP team and external vendors to manage and analyze technology projects, websites, and applications.
(15%) Works with internal and external partners to respond to programmatic and technical inquiries. Works with other program areas within Access and Eligibility Services and HHSC to identify collaboration opportunities and ensure policy alignment with other applicable initiatives. Provides technical support and consultative services to program staff, governmental agencies, community organizations, or the public.
(10%) Assists in developing, preparing, and approving written data analyses, handbooks, research projects, training materials, and other documents as assigned. Serve as a subject matter expert in developing training materials and facilitate training for staff and partners on using online systems related to the CPP.
(10%) Works with the CPP team to create project management tracking tools. Uses project management principles and methodologies to identify operational and program improvement areas. Synthesizes complex projects into work plans.
Knowledge Skills Abilities:•Knowledge of HHSC benefit programs•Knowledge of CRM software, especially Salesforce; managing databases; proficient to advanced Excel knowledge; adept at navigating computer applications•Skill in establishing project goals and deliverables, managing multiple competing priorities and tracking and monitoring project progress.•Skill in identifying problems, evaluating alternatives, and implementing solutions•Skill in evaluating complex or unclear assignments and developing appropriate course of action•Skill in working collaboratively and cooperatively with diverse groups.•Ability to interpret data and develop effective operating procedures•Ability to organize and present information effectively, both orally and in writing•Ability to think creatively and support creative thinking in others•Ability to establish goals and objectives•Ability to establish and maintain effective working relationships with staff at all levels of an organization, agencies, providers, and stakeholders•Ability to comprehensively and accurately evaluate reports•Ability to plan and organize work schedule and coordinate multiple tasks simultaneously•Ability to comprehensively and accurately evaluate reports; ability to plan and organize work schedule and coordinate multiple tasks simultaneously.
Registration or Licensure Requirements:•A valid US driver's license.
Initial Selection Criteria:•Graduation from an accredited four-year college or university. Experience may be substituted for education on a year-for-year basis up to four years.•Experience of HHSC benefits programs, preferred•Experience with data analysis and demonstrated experience in project coordination and tracking•Experience using Salesforce CRM, preferred•Experience working collaboratively and communicating with internal and external stakeholders
