Job Description:Program Specialist III
Performs routine consultative services, and technical work under the direction, guidance, and limited supervision of the HIV Care Services Group Manager. Provides planning and supports program operations. Locates, contacts, and recruits persons to participate in projects, training, and state-wide meetings. Assists with linking persons into the Take Charge Texas (TCT) system, medical care, and social services. Develops tracking systems and follows up on work completion. Prepares goals and objectives reports from the data collection activities and maintains a program dashboard. Assists in formulating and tracking standards, policies, and procedures for the efficient implementation and functioning of Care Services projects, TCT and the enforcement of security and confidentiality rules and policies. Collaborates effectively as a project team member and works independently with initiative. Travels statewide to project contract sites and works directly with the staff providing training, direction, guidance, and technical assistance.
Essential Job Functions:35% Provides technical assistance and monitors procedures for efficiency. Creates and reviews documents for the Care Services Group, ensures compliance with documentation deliverables, program operating standards, and maintains document files/supporting documentation/approvals in a centralized repository. Creates and reviews group policy and procedure documentation.
25% Review edited materials and recommend revisions or changes in scope, format, and content utilizing the HHS Executive Writing Reference Guide, the HHS Brand Guide, and appropriate agency templates. Prepares high-quality written communications, updates, summaries, and other documents as assigned or as needed.
20% Monitors data collection activities, conduct process and program evaluations, and provides recommendations to improve the workflow, coordination, and communication among team members. Services as point of contact with the data group and the Texas HIV Medication Program.
10% Ensures documentation routed externally is developed, reviewed, edited, scheduled for department leadership review, and tracked to successful and timely delivery. Plans and schedules documentation delivery and follows up on document approvals to ensure timely implementation of department initiatives. Enters requisitions for contracts, professional development, memberships and purchases.
5% Maintain clear and concise notes for all group meetings and follows up on timeline for completing items. Store and share all notes as appropriate. Provide support to the Take Charge Texas project and Texas HIV Medication Program through meetings, policies, and projects as needed. Plan and coordinate agenda items for contractor meetings and summits.
5% Performs related duties as assigned by supervisor (marginal functions). Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Registration or Licensure Requirements:
Initial Selection Criteria:Bachelor's in public health, or related field.Two years minimum full time working experience in public health, health administration, social services, health promotion. Ability to work effectively in a team with interdisciplinary staff.Experience and education may be substituted for one another.Preferred experience in Ryan White or working with persons living with HIV.
Additional Information:Must be able to work in the U.S. without visa sponsorship.Must be able to travel 20% in and out of state for consecutive days.
