Job Description:Performs routine consultative and data processing work under the supervision of the Continuous Quality Improvement (CQI) team manager, within the IIS Unit. Performs records management, data quality, and customer support activities for ImmTrac2, the Texas immunization registry. Processing organization Registrations and Renewals for access for the Texas IIS. Investigates and resolves duplicate records and questionable matches (QMs). Consults with ImmTrac2 users and registered IIS organizations, including Public Health regional staff, local health departments, private and public health care providers, school nurses, immunization and registry stakeholders, and the general public. Performs immunization data entry and retrieval of immunization records from ImmTrac2; receives and processes immunization record requests from providers and the public; processes registry user applications; assists with documentation of ImmTrac2 policies and procedures. Works under moderate supervision with limited latitude for the use of initiative and independent judgment.

(35%) Supports processing of Texas IIS Registrations and Renewals. Verifying legitimacy of organizations registering and renewing to meet the legal requirements for reporting and accessing IIS client and immunization data. Identifies and resolves registration and renewals issues, data entry errors and other related data quality issues of organizations who are registering and renewing their Site Agreements. Performs outreach to organizations registering to verify and confirm information submitted for registrations and renewals. Performs user management activities as requested by organization points of contacts. Working with IIS Interoperability team for registering and renewing of IIS data exchange organizations.
(20%) Performs ImmTrac records management activities. Performs resolution of duplicate and questionable match (QM) records; performs duplicate client merging. Interacts with providers, local health departments, and other users to investigate and resolve QMs. Identifies and resolves user training or quality assurance (QA) issues which may result in QMs, data errors, or records quality problems. Performs investigation and retrieval of public health information from various databases. Assists with user surveys, QA, and program improvement activities as required. Generates performance statistics and reports on QM resolution and QA processes.
(20%) Performs immunization record data entry and customer notifications. Performs immunization history data entry, ensuring compliance with ImmTrac rules, policies and procedures. Performs review and verification of immunization histories submitted by parents, providers, or other entities. Communicates with health care providers for clarification of immunization information. Implements processes for providing required notifications to parents and health care providers. Interacts with mailing facility and/or contractor for coordination of customer notification processes. Generates performance statistics and operations reports on record entry and notification processes.
(20%) Performs customer support and program support activities. Assists with handling inquiries to Customer Support area. Provides on-site and telephone training in record search and data entry to assist users and assure quality of immunization records. Receives and processes immunization record requests from providers and the public; performs printing, photocopying and faxing of public health information as needed. Assists with processing of registry user applications and set-up, and filing of user application documentation. Assists with user training, education and customer support activities with Program and Unit staff, regional office staff, and local health department staff. Assists as user in testing and verifying program enhancements to the ImmTrac registry application; provides written and verbal feedback to technical and program staff regarding enhancements and improvements to the registry.
(5%) Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
Knowledge Skills Abilities:Knowledge of basic public health program practices, principles, and techniques.
Knowledge of basic immunization and immunization registry practices, principles, and benefits.
Knowledge of rules, regulations, policies and procedures, and ability to interpret them.
Knowledge of English grammar, punctuation, spelling and basic arithmetic.
Skill in working with public health records including Protected Health Information (PHI) and/or Personally Identifiable Information (PII).
Skill in proofreading, editing and in checking work for accuracy.
Skill in using relevant computer software (Windows, Word, Access, and Excel).
Ability to interpret immunization registry rules and Immunization Unit policies.
Ability to maintain complex and confidential data files and records and resolve problems.
Ability to organize, coordinate, and perform multiple ongoing work assignments.
Ability to establish effective working relationships with supervisor, co-workers and other division personnel.
Ability to deal with the public and health care professionals, and to communicate effectively both orally and in writing.
Registration or Licensure Requirements:
Initial Selection Criteria:High School Diploma, GED or higher.Knowledge or experience of Public Health.
