Position Summary:The Director of Multimodal andFreight Planning supervises technical staff over a spectrum of goodsmovement-related issues including but not limited to the development of plans,strategies, and projects related to the international, national, regional, andlocal movement of goods consistent with the agency's Long Range TransportationPlan. Freight planning at the NJTPA is concerned with goods movement in theregion, between regions as well as the local distribution of goods and packages(first- and last-mile delivery). It involves investigation and analysis offreight flows, the identification of infrastructure needs, developing andcommunicating freight-related data and analyses, and supporting the region'sstakeholders and local governments.

The agency considers all modesof freight transport, including trucking (and truck parking), rail, aviation,and maritime travel, access to and from Port Newark/Elizabeth, intermodal, andwarehouse facilities, and last mile good movement deliveries. Additionally, theFreight Division represents the agency through cooperation and coordinationwith federal, state, regional, county, and local partner agencies, supporting amulti-jurisdictional transportation planning process.

The ideal candidate willhave management experience, relevant technical knowledge in goods movement, behighly organized, and be able to excel in a collaborative environment. This isa hybrid position based in Newark, NJ with the option to work remotely part ofthe time.

Essential Functions:-

Guide multimodal, freight planning and related activities of the agency, including but not limited to advancing Freight Concept Development studies, analyzing goods movement flows, truck parking and staging, and advancing freight industrial opportunities.- Coordinate with other NJTPA staff on air quality, greenhouse gases, data analysis, performance-based planning, safety, transportation technology, and contribute to agency-wide planning initiatives such as the Long-Range Transportation Plan.- Coordinate and participate in stakeholder and public outreach to member agencies, non-profits, business and civic leaders, local officials and the public.- Oversee staff in the research and preparation of policy papers and other briefing documents on goods movement- and other freight-related planning initiatives in the NJTPA region. Assist in other NJTPA initiatives including but not limited to truck electrification, coordinated land use and goods movement, last mile deliveries, safety and other projects as required.

Additional Functions:Perform other duties as assigned.

Prerequisite Qualifications:-

Graduation from an accredited college with a master's degree in transportation, planning, public policy, engineering or related technical field.- Eight (8) years of related experience in transportation planning, including three (3) years in a supervisory role.- At the university's discretion, the education and experience prerequisites may be excepted where the candidate can demonstrate to the satisfaction of the university, an equivalent combination of education and experience specifically preparing the candidate for success in the position.

Preferred Qualifications:-

Demonstrated knowledge and experience with goods movement, land use, and transportation policies at all levels of government.- Familiarity with the metropolitan planning process.- Strong communication skills - written and verbal.- Demonstrated project management and organizational skills.- American Institute of Certified Planners (AICP) Certification.
