Position Overview:
The Grants Accountant/Manager is responsible for managing, tracking, and reporting on various city-funded grants, focusing on accurate data entry, financial analysis, and compliance. This role requires high-level proficiency in grant accounting, specifically working with Department of Homeless Services (DHS), Department of Health and Mental Hygiene (DOHMH), and Human Resources Administration (HRA) grants. The successful candidate will ensure the integrity of financial data, prepare monthly claims in the PASSport system, perform budget vs. actual analyses, and track claims through the approval and payment process.
Key Responsibilities:
Grant Accounting & Financial Analysis
General Ledger Analysis: Extract and run financial data from the General Ledger (GL) system, exporting details to Excel for further analysis.
Data Analysis & Reporting :
Utilize pivot tables, VLOOKUPs, and SUMIF functions to analyze and reconcile budgeted figures against actual expenses.
Prepare and interpret monthly budget vs. actual reports, identifying and explaining variances.
Collaborate on monthly claims processes, ensuring accurate and timely submission of financial reports to city funders.
Budget Modifications & Adjustments : Assist with budget modifications and create corresponding vouchers. Analyze budget impacts to ensure alignment with grant allocations.
City-Funded Grant Compliance & Monthly Claims
Claim Preparation & Submission
: Prepare and submit monthly claims through the PASSport system for DHS, DOHMH, and HRA grants.
Documentation & Tracking : Assemble backup documentation required for funder approval, ensuring comprehensive support for each claim.
Approval & Cash Management :
Track the approval status of claims and follow up on cash receipts once approved.
Record, review, and post cash receipts and journal entries to the general ledger, ensuring month-end reconciliation is complete.
Account Receivables & Journal Entries
Self-Managed Receivables
: Responsible for booking accounts receivable, recording cash receipts, and handling journal entries.
Month-End Closing : Ensure all grant-related entries are accurate and closed out at month-end, allowing for timely financial statement preparation.
City Funders
Department of Homeless Services (DHS)
- Primary funder with larger grants.
Department of Health and Mental Hygiene (DOHMH)
- Smaller, yet complex contracts.
Human Resources Administration (HRA)
- Involves regular engagement for compliance and invoicing.
Budget Management
Budget Range
: Oversee and manage grants with an annual budget range of $5-10 million.
Post-Award Management : Focus on compliance, tracking, and financial reporting for city-funded contracts, ensuring adherence to city guidelines.
Skills & Qualifications:
Education & Experience
: Bachelor's degree in Accounting, Finance, or a related field. 3+ years of experience in grants accounting, with city government contracts preferred.Technical Proficiency : Strong Excel skills (pivot tables, VLOOKUPs, SUMIFs), PASSport system experience for claim submissions, and familiarity with financial reporting software.
Analytical Skills : Demonstrated ability to analyze financial data and create reports that communicate budget status and variance explanations effectively.
Attention to Detail : Ability to handle multiple funding streams and maintain high accuracy in financial reporting and documentation.
Organizational Skills : Excellent time management and ability to meet deadlines, especially around month-end close and claims submission schedules.
