Summary The Bureau of Safety & Environmental Enforcement (BSEE) works to promote safety, protect the environment, and conserve resources offshore through vigorous regulatory oversight and enforcement. For information about our bureau go to: http://www.bsee.gov/ Responsibilities This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Office of the Director in Jefferson, LA. At the full performance level (GS-15) the major duties of this position include but are not limited to the following: 1. Responsible for management of TIMS architecture and ensures the integration with major IT projects for BOEM/BSEE, ONRR, and DOI systems. Contributes to bureau and departmental Enterprise Architectures. Responsible for subordinate architectural documents covering security, data, and applications. 2. Overall coordination of the system development, integration, and implementation of Bureau-wide standard hardware and software systems. This involves coordination with regional and HQ offices. Establishes implementation and maintenance schedules for those hardware/software systems under the responsibility of BSB. Responsible for implementing IT industry best practices and DOI standards. 3. Responsible for the development, testing and implementation of TIMS to ensure efficient and effective management of IT systems. Develops strategic plans for testing and deployment of hardware and software throughout BOEM/BSEE. Monitors implementation and addresses problems encountered. 4. Serves as the technical authority to approve multiyear work plans developed by the BSB staff for IT in BOEM/BSEE. Develops TIMS standards and specifications for hardware and software throughout BOEM/BSEE. Oversees revisions to long-range plans and objectives. Maintains up-to-date knowledge of changing technology. 5. Responsible for developing standards for data exchange and digital communication with the industry and other outside customers either by extensive studies of current state-of-the-art technology or through formal work groups with industry partners. 6. Through a staff of subordinate supervisors, manages the planning, direction, and execution of all organizational operations; and provides administrative and technical oversight to subordinate staff. Salary Range Information (Per Annum): Jefferson, LA: GS-15: $143,736 - $186,854 *First time hires to the federal government typically start at the beginning salary in the range for their respective grade level. See http://www.sss.gov/. Qualifications Selective Placement Factor: This position requires that you hold the Project Management Professional (PMP) Certification. Minimum Qualification Requirements: To qualify for this position, you must meet the (1) Basic Requirements AND (2) Specialized Experience for the series to which you are applying. (1) Basic Requirements: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND (2) Specialized Experience: To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to at least the GS-14 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Provide technical advice, counsel, and instruction on complex information technology architecture. 2. Provide overall coordination of the system development, integration, and implementation of agency-wide business systems applications supporting a geographically dispersed and operationally diverse organization. 3. Develop standards for data exchange and digital communication with industry and other outside customers either by extensive studies of current state-of-the-art technology or through formal work groups with industry partners. 4. Oversee the overall planning, direction, and timely execution of an IT strategic plan, implementation strategies, life-cycle maintenance and related IT management activities. MUST MEET ALL.
