Job Summary:Manage key personnel and functions in the business office including payroll, accounting, grants and contracts, and financial aid. Provide backup responsibilities for AVP-Financial Services.
Required Qualifications:
Essential Duties and ResponsibilitiesPrepare and/or manage preparation of the Comprehensive Annual Financial Report and various support schedules. Provide information as necessary for annual audit of District's financial statements.Participate in the preparation and review of external District financial reports such as the All College Funds Expenditure Report, Integrated Post Secondary Education Data System (IPEDS) Financial Survey, Texas Public Education Grant (TPEG), and various other state and federal reports.Assist in formulating and developing financial policies and procedures. Implement and maintain internal control procedures relating to accounting functions.Monitor financial transactions and resulting reports and ensure that requirements for Collin College policies, state and federal regulations and standards for generally accounting principles are identified, established, and maintained.Supervise key personnel within assigned areas including selecting, training, evaluating, and providing staff development. Areas include accounting, budgets, grants/contracts, banking, and payroll.Develop investment strategy and recommend investment options for all district funds including banking and depository contracts.Coordinate the District's annual budget development process and the production of all budget development reports, including participating in the development, analysis, and review of revenue and expenditure projections and ensuring consistent application of budgets between campuses/auxiliary accounts.Oversee district-wide risk management program, which includes assisting in bid specification preparation and making recommendations for all property, liability, and casualty insurance.Upgrade and maintain Financial and Payroll systemsSupplemental Functions

Physical Demands, Working Conditions and Physical EffortSedentary Work - Exerting up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or constantly having to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met. Positions in this class typically require talking, hearing, seeing, grasping, standing, walking and repetitive motions. Relatively free from unpleasant environmental conditions or hazards. Office environment. Little physical effort required.
RequirementsMaster's degree from an accredited institution required. Doctorate degree from an accredited institution preferred.Five (5) years of directly related higher education administrator level experience and two (2) years of supervisory experience required.
Licenses and CertificationsCPA desired
