BRIEF DESCRIPTION OF DUTIES:
This position is located in the Office of the Chief Financial Officer (OCFO), Government Services Cluster (GSC), ACFO Executive Office. The incumbent is responsible for advising the Associate Chief Financial Officer (ACFO) on the total budget process (i.e. budget formulation, execution, and analysis, staff and organizational management) for the assigned Cluster. Duties include, but are not limited to: conducting analysis to forecast the effects of budget; ensuring compliance with Financial Review Process, preparing executive summary reports and ensuring adherence to financial guidelines and legislative requirements; advising management on appropriate budgetary actions; assisting subordinate agencies in the formulation of spending forecasts for multi-year programs; approving and monitoring spending plans; providing authoritative interpretations of legislation, policies, and precedents affecting budget operations; evaluating subordinate supervisors and other personnel and providing training to ensure that personnel understand and can effectively perform their duties; and representing the Cluster on task forces and OCFO centralized work groups providing direction and information on cluster operations. Performs other related duties as assigned.Minimum Qualifications
Seven (7) years of progressive experience performing the related duties and responsibilities such as directing and overseeing all aspects of the budgetary process for a complex organization; serving as a technical authority and advisor on budget concepts, principles and legislation; and ensuring compliance with policies and guidelines.Specialized Experience
Experience that provides the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for this position.
