ASST. DIR. OF ENGINEERING CAPITAL IMPROVEMENTSJOB SUMMARYUnder general direction of the Director of Engineering, plan, manage, coordinate, direct, and supervise programs and operations of the Engineering-Capital Projects Department, including projects for: streets and drainage, water and sewer, floodplain management, public buildings, neighborhood and park enhancements, and construction management. Manage and evaluate subordinates. In certain instances, act as project engineer or architectural project manager on public works and new or reconstruction of public building designs and construction contracts. Act in the capacity of the Director of Engineering in their absence. Perform other related work as required.

ESSENTIAL JOB FUNCTIONSPlan, manage, coordinate, direct, and supervise programs and operations of the Engineering-Capital Projects Department, including but not limited to: inspections, quality control of all capital improvements construction projects, preparation of design and contract documents, floodplain management, annual department budget, capital program planning, bond planning and administration, acquisition of easements and rights-of-way, liaison with private utility companies, preparation of construction standards, performing internal process improvement assessments. Manages department operations by providing leadership to divisions, preparing bids and contracts for construction projects, monitoring and evaluating the efficiency and effectiveness of methods and procedures, reallocating resources as needed, working with employees on improvements to City services, participating in the development and implementation of goals, objectives and tactics and developing and evaluating standard operating procedures. Supervises personnel by selecting and hiring new employees, coordinating training for department personnel, evaluating work performance, assisting employees, correcting deficiencies and implementing disciplinary and termination procedures. Assist with departmental budget functions. Serves as the department liaison by meeting with residents, business owners, consulting engineers, outside organizations and other department managers, directors and Council, discussing, planning, evaluating, recommending and resolving issues and problems and responding to questions, inquiries and concerns. Display sound decision-making capabilities. Communicate courteously and effectively with other City employees, officials, contractors, engineers, and developers. Utilize personal computer and various computer software programs.

OTHER JOB FUNCTIONS AND PHYSICAL CAPABILITIESReview plans and submittals. Serves as the supervisor of the bond program preparation and administration. Assist with the implementation of the departmental strategic plan. Serves as or oversees designee for APWA Accreditation Manager for the department. Lift, carry and/or hold up to 50 pounds of survey and office equipment. Walk, climb, and/or crawl while reviewing projects and citizen complaints in the field. Sit and/or stand for extended periods of time while performing routine office and administrative duties. Hear and visually inspect work safely in traffic and dangerous construction situations. Work indoors and outdoors, including in adverse weather conditions, such as extreme cold, heat, heights, temperature swings, and noise. Some exposure to mechanical, radiation, fume/odor and/or dust/mite hazards, utilizing appropriate safety precautions. Some extended hours are occasionally required.

REQUIRED EDUCATION, DEGREES, CERTIFICATES AND/OR LICENSESBachelor of Science in Civil Engineering required from a University with an engineering program accredited by the Accrediting Board for Engineering and Technology. Professional Engineer registration in Texas required, or must obtain within six months of appointment to position. Master’s degree in associated field, Certified Floodplain and/or Certified Construction Manager, preferred. Texas Class C driver's license, required.

EXPERIENCE, TRAINING, KNOWLEDGE, AND SKILLSEight years of experience required in Civil Engineering and experience in municipal or county government. Experience in management of subordinates required. Professional, supervisory, administrative, and technical knowledge and ability required in civil engineering, construction, and related fields. Must be able to communicate effectively verbally and in writing. Must be able to establish and maintain effective working relationships with others.Number of available positions:
