DescriptionThe Cloudburst Group is a unique small business working at the intersection of domestic and international development to strengthen government programs that benefit low-income and vulnerable populations.We have an exciting opportunity for a Data and Homeless Systems Specialist to join our Homeless Assistance Team. Cloudburst has a growing portfolio of data analysis, research, and direct community projects with state, local, and federal government clients, including funding from HUD’s Office of Special Needs Assistance Programs to support local communities in using data to drive strategic decision-making effectively. We’re looking for someone who:Is passionate about finding solutions to homelessness and reducing racial disparities in housing outcomes.Has experience and familiarity with HUD’s Homeless Management Information Systems that guide the collection of local client-level data on providing housing and services to individuals and families at risk of and experiencing homelessness.Has experience in and understanding of HUD’s Continuum of Care programs and Coordinated Entry Systems.Enjoys working in a collaborative team that prioritizes creative problem-solving and teamwork.Homelessness disproportionately impacts Black, Indigenous, and People of Color as a result of structural and institutional racism. We strongly encourage applications from people who are representative of the culturally and ethnically diverse communities we work with, as well as from those with lived experience of homelessness.As part of its compensation package, The Cloudburst Group offers a robust benefits program to full-time, part-time, and intermittent employees based on their eligibility, which includes 120 hours of paid time off, 11 paid holidays, health insurance, life insurance, retirement savings, flexible spending accounts, and voluntary supplemental benefits.The expected compensation range for this position is $55,000 to $80,000 yearly payable on a semi-monthly basis.ResponsibilitiesThis position will support a variety of data, systems, and organizational-level engagements to help and guide communities on the effective collection, use, and analysis of data gathered via Homeless Management Information Systems, comparable databases, and other data sources. Cloudburst supports the Departments of Housing and Urban Development Office of Special Needs Assistance Programs in the provision of training, technical assistance, and support to grantees and HMIS implementers to make measurable impacts on homelessness by helping communities make data-informed decisions that increase the efficacy of homeless and housing programs. This work prioritizes incorporating the perspectives of people with lived experience and expertise of homelessness (PLEE) and promotes cross-system collaborations that make homelessness rare, brief, and non-recurring.Cloudburst is looking for a member of our team who can:Support the development of tools and products related to using data to prevent and end homelessness.Stay current on HUD homeless policy priorities and advise communities on compliance with HUD regulations.Work with communities through workshop facilitation, webinar presentations, and direct one-on-one support that clarifies HMIS and homeless data collection and reporting requirements for Continuums of Care.Support data integration and data warehouse efforts.Maintain technical expertise with HMIS data and technical standards and federal partner data collection requirements and reporting.Assist communities with assessing and interpreting data, and help build capacity in communities to leverage data for planning and strategic decision-making.Provide coordination and administrative support (including project management, meeting preparation and documentation, and budget tracking) for various internal and external initiatives.Draft reports, policy briefs, and presentations.Travel domestically to work with communities and/or attend industry events (estimated at 6-8 trips/year).RequirementsBachelor’s degree in a related field and a minimum of three years of relevant work experience, or significant life experience in the field of homelessness or housing. Master’s degree preferred.Experience with Homeless Management Information System (HMIS) data collection.Familiarity with HUD's homeless programs and regulations.Strong writing and analysis skills.Familiarity with Google G-Suite products.Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities.Ability to take initiative and independently respond to situations.Multi-lingual, especially in English and Spanish is a bonus.About CloudburstThe Cloudburst Group (Cloudburst) is a mission-driven Women-Owned Small Business whose staff strives to create impact, empower communities, and build resiliency.
