Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care (CoC), we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.

Under the supervision of the Associate Director of Data Management, the Manager, Training and Data Integrity oversees the design, development, and delivery of Homeless Management Information System (HMIS) data quality approach as well as all training needs. LAHSA’s data quality approach is designed to ensure HMIS data is valid and available for use in strategic decision-making to improve system performance. This position will be responsible for HMIS user onboarding and training, implementation of the data quality plan, the maintenance of data quality tools, and proactive communication with service providers regarding data quality and proper use and understanding of HMIS.

Responsibilities:

Directly supervise the training and data integrity teams.Manage HMIS user onboarding and training that equip users with an understanding of HMIS data collection expectations and data entry practices that will prevent data quality issues, as well as ongoing training to ensure users understand new data collection fields and HMIS enhancements.Manage all aspects of training coordination including monitoring and scheduling training courses, designing training programs for multiple formats (classroom, online, etc.), developing tutorial videos, conducting live webinars, and updating our HMIS website with helpful tips.Manage and continuously refine a technical support program, via phone, email, web, or in-person support sessions, to help users or agencies that need additional support to resolve persistent data quality concerns.Oversee the continuous refinement of data quality policies, protocols, troubleshooting documentation, and user/participating agency feedback plan.Collaborate with internal teams to develop and improve training and data quality tools.Help shape the creation, testing and refinement of ongoing business requirements for data quality checks and translate technical requirements into guidance for non-technical audiences, covering the full client lifecycle and all customer journeys.Research, troubleshoot, and identify enhancements to prevent data quality issues and data discrepancies within HMIS. Solutions may include, but are not limited to, developing recommendations to improve the HMIS user interface and on-screen instructions, resolving technical issues, investigating report discrepancies, and assisting users with the HMIS, training website and data quality tools.Provide technical support via phone, email, web, or in-person support sessions.Oversee the unit’s ticketing system requests to ensure staff resolve requests in a timely and efficient manner.Establish expectations of positive user engagement and friendly and helpful customer service for end users.Work with IT to continuously improve and update the training website and content.Maintain up-to-date knowledge of the HMIS database structure, HUD HMIS Data Standards, and local data elements and collection expectations.Engage in data management activities including monitoring data quality.Implement and ensure agency compliance with the user access monitoring protocol, to protect client information and prevent unauthorized user access.Other duties and special projects as assigned.

Minimum Qualifications:

Knowledge of and experience working in Homeless Management Information Systems (HMIS).Experience working in areas of training and quality assurance.Familiarity and competency with HUD HMIS Data Standards.Experience working with homeless service provider or other social service provider, preferred.A demonstrated commitment to and capacity for collaboration and interpersonal relationships.Excellent written and verbal communication skills, including the ability to express technical concepts clearly to both technical and non-technical audiences.Familiarity with and experience applying adult learning theory in the development and delivery of training curriculum.Strong public speaking skills.Strong organizational skills with a strong attention to detail.Strong critical thinking skills.Expert problem-solving, multitasking, prioritization, and decision-making capabilities.Advanced level of computer software programs specifically Microsoft Office Suite (Word, Excel, Access, Power Point and Outlook).Experience with screen video recording/editing software.Experience with developing and maintaining request operations.

Education:

Bachelor’s degree or two (2) years or more with experience in HMIS or system administration or related field.Any combination of extensive and applicable work experience and educational credentials to perform the above duties successfully.Must be flexible to work at different sites as scheduled.A valid California Drivers’ License is required and a good driving record for a minimum of three (3) years.Proven professional experience and educational background.

Work Schedule:

This position is currently in a hybrid schedule. While schedules are subject to change, the current requirements are that staff work onsite no less than two times a week. The Chief Executive Officer or designee may change the schedule of positions between hybrid or fully onsite, as necessary to accomplish LAHSA's business needs.
