As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.The Government Affairs Department of the Los Angeles Homeless Services Authority advocates for effective policies and increased resources at the federal, state, and local levels and facilitates local policy and systems change efforts to reduce and end homelessness in Los Angeles County. Additionally, the Government Affairs Department has distinct responsibilities that impact LAHSA’s leadership in overall homeless coordination and planning across the Los Angeles Region in the areas of: intergovernmental affairs, policy strategy and development, legislative activities and stakeholder engagement across various groups, regions, and organizations. Under the leadership of the Director of Government Affairs, the Associate Director of Legislative Affairs & Policy will be responsible for managing governmental affairs and legislative and policy priorities of the agency.The functions listed below are intended to describe the general nature and level of work being performed and are not to be interpreted as an exhaustive list of responsibilities.Legislative Affairs and Policy LeadershipCoordinates and extends relationships with staff of elected officials of the City and County of Los Angeles, State Legislature, Congress, and state and federal agencies, among others, in support of LAHSA priorities.Manage request for data and information, policy analysis, and other requests from elected official offices, government agencies and other stakeholders.Provide strategic direction on LAHSA’s public policy and legislative agenda and activities.Create and execute strategies to advocate for LAHSA’s policy and legislative priorities at the local, state, and federal levels.Facilitate or lead convening and planning sessions as needed or assigned.With input and in collaboration with other Departments, draft and prepare reports to be submitted to the City and County of Los Angeles.Build and maintain relationships with public and private partners to help broaden LAHSA’s engagement of the community and other stakeholders focused on addressing homelessness.Other duties as needed.Legislative Affairs and Policy Unit ManagementEnsure the Legislative and Policy Unit performs analysis, participates in collaborative meetings, builds and maintains appropriate relationships, and oversee quality of all work product produced by the unit.Provide leadership and management to Legislative Affairs and Policy Unit team of managers, supervisors, and analysts.Minimum QualificationsIn-depth knowledge of homeless populations, systems, and programs, including HUD/HEARTH federal policy and program guidelines.Knowledge of local, state, and federal legislative processes.Ability to work across functions with both internal and external stakeholders and partners.Problem solver and strong collaborator with exceptional interpersonal skills and track record of working with senior leaders.Excellent leadership and professional presence.Proven ability to manage a team to achieve results.Excellent and proven written and oral communication skills.Flexible and creative team player who can juggle multiple tasks under pressure and sometimes with limited information.Education and ExperienceMaster’s Degree in Public Administration, Urban Planning, Public Policy, Law, Communications, or related field preferred, with a minimum of 5-7 years in managing public policy, legislative, and/or public affairs.Minimum of 5-7 years in managing managers, senior-level staff, and line staff.Minimum of 5 years in public policy, legislative affairs, and working with elected officials and their staff, senior officials in government agencies and leaders representing policy and advocacy organizations.Minimum of 5 years of demonstrated training and experience in group facilitation and meeting management.Any combination of extensive and applicable work experience and educational credentials to perform the above duties successfully.Proven professional experience and educational background.Schedule:The Chief Executive Officer or designee may change the schedule of positions between remote, hybrid and onsite, as necessary to accomplish LAHSA's business needs.Applicants may make a reasonable accommodation request for this job by calling the Human Resources Department at (213) 683-3333; or via email at
