As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.Under the direction of the Associate Director of Budget and Financial Planning, this position will provide financial planning oversight for the Los Angeles CoC system. This position will play a key role in LAHSA’s management of financial resources to meet LAHSA objectives, by forecasting financial performance against original projections and highlighting areas of opportunity and risk to the LAHSA funding structure. This position is responsible for strategic financial analysis and modeling, forecasting and reporting, as well as supporting LAHSA leadership to ensure appropriate resources are available for the overall Los Angeles CoC system.Responsibilities:

Create alternative funding strategies to support the Los Angeles CoC system needs.Formulate funding models for all LAHSA funding sources.Develop, modify and review different financial models.Assist with business activities and potential strategic transactions, applying critical thinking, analytical skills, and data analysis.Prepare presentation materials synthesizing information and make recommendations for course of action.Help monitor financial activity, conduct market research, assess and benchmark companies and agencies.Provide analysis and modeling in support of various strategic and financial planning initiatives.Plan and conduct highly complex and sensitive research assignments by working with multiple programs/departments using analytical methods.Work directly with LAHSA teams to develop detailed forecasts models and annual budgets.Participate in maintaining an automated fund accounting system in accordance with Generally Accepted Accounting Principles and applicable Federal, State, County and City regulations.Maintain accuracy and data quality within the Sage MIP Accounting and Homeless Management Information Systems (HMIS) database, including support worksites.Work collaboratively with LAHSA departments.Adhere to policies and procedures to ensure alignment with federal and state regulations, local ordinances and LAHSA directives.Keep apprised of all laws, regulations, statutes, rules and policies affecting LAHSA and homelessness.Provide reports on a regular or ad hoc basis, as needed, for Finance team.Other duties and special projects as assigned.Minimum Qualifications:

Demonstrated experience in Uniform Guidance, Accounting Standards, Audit Standards, Internal Controls and Risk Analysis.Knowledgeable in Federal Statutes and Regulations, such as HEARTH ACT, HUD Emergency Solution Grant, HUD Continuum of Care, HUD Community Development Block Grant, DPSS CalWORKs Housing Support Program.Knowledge of all LAHSA funding sources.Computerized information systems used in financial and or accounting applications.Highly proficient in the use of Microsoft Excel, Power BI, Tableau and other applicable software.Knowledge of fund accounting software, preferably Sage/ABILA.Strong analytical, problem-solving and organization skills.Able to work on multiple projects with accuracy and efficiency, while adhering to deadlines.Excellent verbal, written and interpersonal communication skills.Able to adapt to changing priorities.Detail-oriented.Ability to interface with the public and staff on all levels.Demonstrated experience working independently and in a team environment.Schedule: The Executive Director or designee may change the schedule of positions between remote, hybrid and onsite, as necessary to accomplish LAHSA business.Applicants may make a reasonable accommodation request for this job by calling the Human Resources Department at (213) 683-3333; or via email at
