Job Code: 16804Job Location: Palm Bay, FLJob Description:The Program Management Excellence Organization (PMX) within the Space & Airborne Systems (SAS) Segment is seeking a Lead Program Manager to act as a Proposal and Negotiation subject matter expert (SME) within the Offer Management team. The candidate will report to the Sr. Manager of the PMX Offer Management team and serve as the lead for proposal development and strategic positioning, conduct independent proposal assessments, develop and lead proposal artifact generation related to the program plan and cost volume, and coordinate adherence to proposal schedules and submission with the pursuit team. Additionally, the candidate will incorporate offer management initiatives and best practices designed to improve the measurement and optimization of work processes during proposal development to establish proposal credibility and support business reviews. Examples include: WBS index and dictionary, BOE structure, negotiation model, proposal risk assessment, and predictive cost modeling. The individual will also be responsible for all related training, methodologies, and processes and policy compliance.Essential Functions:Subject matter expert with extensive knowledge across various job functions essential to business acquisition and proposal development.Provide segment-level support by creating preliminary program plans for bids, facilitating the transition from proposal submission to negotiation, and then to program planning after award confirmation.Communicate effectively both internally and externally to promote and influence the integration of best practices, processes, and strategies that align with PMX initiatives and the broader objectives of L3Harris.Demonstrate proficiency in evaluating proposals, focusing on financial strategy, innovative bidding approaches, the credibility of Basis of Estimates (BOE), and the assessment of price fairness and accuracy.Lead the coordination of cost, schedule, and technical details in the preparation of proposals, ensuring compliance with Request for Proposal (RFP) guidelines.Contribute insights into the development of new systems and processes and execute operational plans that facilitate the adoption of changes, resulting in a tangible improvement in business outcomes.Utilize expertise to analyze product structures and define appropriate Work Breakdown Structure (WBS) levels for accurate estimating and competitive bidding on new opportunities.Engage in cross-functional collaboration, conducting trade studies to optimize Segment tools, processes, and policies for effective offer management.Travel and deliver presentations to executive-level and diverse audiences, including those in remote locations or unfamiliar settings.Responsible for developing, validating, maintaining, and improving company-wide methodologies, processes, tools, and policies as part of the capture process.Qualifications:Bachelor’s Degree and a minimum of 9 years of prior relevant experience; or, Graduate Degree and a minimum of 7 years of prior related experience; or, in lieu of a degree, a minimum of 13 years of prior related experience.Prior lead/leadership experience including ability to develop broad, cooperative relationships with other functions and individuals, even when having no direct authority over them.Excellent communication and presentation skills.In-depth knowledge of the proposal and program management function, policy, and process in a Department of Defense (DoD) environment.A minimum of 2 years of prior relevant experience in a leadership role.Preferred Additional Skills:Working knowledge of the SAS command media.Experience developing product-based WBS structures.Demonstrated experience in independently managing projects through completion with broad, positive impact.Intermediate to advanced computer skills using Microsoft Office Suite of products.Ability to work in a dynamic, fast-paced environment.
