The job opportunity:The Office of Financial Management’s (OFM) mission is to support and improve government on behalf of all Washingtonians. OFM’s commitment is to provide the leadership, direction and information our customers and staff need to progress from vision to action and keep the public informed through timely information and data.
OFM serves the Governor’s office and all agencies of Washington state. The OFM Information Technology Services (OFM ITS) unit operates the state's core Enterprise Applications (such as AFRS/HRMS/Budget Suite) which are owned by OFM’s core business units and are used by all state agencies.
This position reports to the Enterprise Application Development team within the Information Technology Services Division. This position: designs, develops, tests, implements, and maintains customized software applications impacting all agencies across Washington state. These statewide applications support fundamental: financial, HR, budget, allotment, legislative/financial impact analysis, and constituent relationship management on behalf of The Office of Financial Management and the Office of the Governor.What you will work on:Designs, codes, tests, debugs, documents, and deploys new and existing applications, components, and web services using industry and agency standard development tools and frameworks for systems that support financial control of all legislatively authorized expenditures and execution of the Governor's constitutional duties.Designs and writes application and database code for complex enterprise systems that are large-scale or have multiple dependences; applications are used for complex analysis and management of budgetary or legislative data at a statewide level.Uses extensive knowledge of several different software development methods and tools to integrate and support COTS or SaaS solutions.Uses several different tools, platforms and technologies to build solutions (i.e. Microsoft .NET, Transact SQL, JavaScript, Angular, MVC)Uses application lifecycle management (ALM) tools correctly to document and manage application source code and link work to system requirements.Reports the status of projects and tasks.Supports and maintains high impact and mission-critical applications by making coding changes as needed.Independently resolve issues reported by customers for budget applications that run on multiple platforms or environments.Develops and implements standards, methods, tools, procedures, and processes to prevent future incidents.Serves as a technical mentor to other systems developers in resolving complex technical issues.Research complex technical issues related to application development, database structure, application platform, configuration, application performance, security and data integrity.
What we need you to bring:
Required Qualifications:Associate’s degree in computer programming, computer science, or related field.*Must be able to write and maintain complex stored procedures.Four years of recent computer programming experience using object orientated methodologies.
Examples may include:o C#, VB.Net, ASP.Net, Visual Basic, etc.o Writing and accessing database code using T-SQL, stored procedures, or Entity Framework.o Developing web applications using web technologies such as HTML, CSS, JavaScript, ASP.NET, MVC, JQuery, XML.
* Additional qualifying professional experience may substitute for the education requirement on a year for year basis.
Desired Qualifications:Understands "who needs to know" and keeps those parties informed and engaged in a timely, meaningful way.Establishes and maintains good working relationships with colleagues and partners such as DES and customers.Possesses sophisticated communication skills including clear "plain talk" writing.Personal and professional integrity.Performing unit testing as part of the Software Development Life Cycle (SDLC).Applying advanced troubleshooting and diagnostic techniques to resolve application or data issues.Self-initiative — Ability to work independently.
