Summary You will serve as an IT Specialist (APPSW) of NAVSUP BUSINESS SYSTEMS CENTER. Responsibilities You will be responsible for most aspects of Information Technology (IT) analysis, requirements, programming, testing, implementation, coordination, and maintenance. You will research applicable regulations, standards and policies governing a variety of topics such as policy, system performance, processing conditions, etc. You will integrate portions of the System Specifications (SS) or similar documents that were developed or modified by team members into the final design document. You will navigate/manage database records using a data manipulation tool such as TOAD, SQL Developer or equivalent. You will provide technical advice, assistance/direction to customers, Subject-Matter Experts (SMEs) and IT personnel on a variety of IT matters related to special projects, unique maintenance problems, development of functional and/or technical docs. Requirements Conditions of Employment Qualifications I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Conducts extensive analysis of IT design and modification proposals to determine the feasibility and practicality of the project or proposed automation from a technical standpoint. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Provides technical advice, assistance or direction to customers regarding a wide variety of IT matters related to special projects, unique maintenance problems, and development of functional and/or technical documents or equivalent documentation. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Skill in communications and integrating the work of others, of coordinating work with others, and/or of relating aspects of the assigned systems, applications and/or equivalent in a cooperative and positive manner. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Comprehensive knowledge of programming techniques and a strong ability to analyze problems and develop solutions independently. In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1) Designs, develops, and modifies program logic and may also modify program specification or other similar documents. In addition, understand and follow all agile software development lifecycle processes. 2) Understand and work within the full technology stack to include, front end, mid-tier and backend development. Understand the Operating System (OS) requirements; perform or assist with server and network configuration, database backups, and Security Technical Implementation Guides (STIGs). 3) Provide technical advice, assistance and direction to customers, sponsors, user representatives, Subject Matter Experts (SMEs) and IT personnel on a wide variety of IT related subjects.4) Establishes and executes plans for Quality Assurance (QA). 5) Guide and mentor junior developers and assist them in their work. In addition, will assign, integrate, coordinate, and monitor work products from other team members.
