PROJECT MANAGER (UTILITIES)

This is a highly responsible position requiring complex analytical work in providing engineering and administrative support in planning, design and construction of capital projects in support of the City’s Capital Improvements Program and other Public Works projects and programs ensuring technical competence and compliance with all current codes, criteria and design specifications. Works under the general direction of the Public Works Director, or assigned designee.
This position is considered an emergency/disaster position. During emergency conditions, all City employees are automatically considered emergency service workers. City employees are subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation, which requires that the employee be ready, willing, and able to report to work during emergencies and/or disasters of any kind, notwithstanding any other commitments the employee may have and be able to perform emergency services duties, as assigned.
Responsibilities:Performs engineering review and analysis, develops engineering plans and specifications, and work schedules.Performs engineering plans review for compliance with City Codes to ensure new developments meet the requirements for City infrastructure related work and assist with determining Impact Fee calculations for improvements.Performs, supervises, and participates in the analysis and review of design studies; prepares recommendations for the consideration of professional and administrative staff and committees.Oversees the development and preparation of designs and plans for City projects; oversees preparation of specifications, assesses project costs; generally responsible for overall design and construction management of projects.Assists in planning, design, and construction of capital projects as well as oversight of a wide variety of projects for the design and construction of city infrastructure, facilities and public utilities improvements.Assists in preparing requests for proposals and bid documents related to the construction of city infrastructure. Reviews bid responses and makes necessary recommendations based on lowest and best bids, competency of responders, and the selection criteria.Coordinates project management for the construction of city infrastructure projects. Oversees assigned projects to ensure contractor compliance with design/specifications, time and budget parameters for the project.Coordinates material purchasing for municipal capital projects. Prepare, advertises and negotiates requests for proposals and bid documents, scopes of services, etc., to facilitate programs.Conducts special studies and projects relating to technical and administrative aspects of the city infrastructure and/or public utilities function; prepares reports and recommendations for consideration and action by municipal administration.Inspects construction and maintenance of city potable water plant operations, water distribution system, and wastewater collection systems.Participates in short and long-term planning of the Capital Improvement Plan (CIP) and Comprehensive Development Plan (CDP) and ensures incorporation into work schedules and the annual budget.Maintains regular contact with consulting engineers, construction project engineers, City, County, State and Federal agencies, professional and technical groups and the general public regarding construction activities for projects assigned.Responds to public or other inquiries relative to engineering policies and procedures on specific projects and other information. Evaluates issues and options regarding public works infrastructure and makes recommendations.Will maintain availability for irregular or occasional work on a day when no work is scheduled, or at a time which requires the employee to return to the place of employment from an off-duty status.Other Job Functions:Attends seminars, workshops, City Council meetings, and Advisory Board meetings related to assigned duties and responsibilities.Assists other city staff members in design and construction techniques, and training when necessary.Perform all other duties as assigned.Qualifications:Considerable knowledge of Federal, State, County, and City regulations, rules, codes, and ordinances.Knowledge of civil engineering principles, practices and methods as applicable to the City.Working knowledge of GIS systems to view City assets and assist with updating data.Considerable skill in operating the listed tools and equipment.Ability to communicate effectively, orally and in writing, with employees, consultants, other governmental agencies and/or representatives, City officials and the general public; ability to conduct necessary engineering research and compile comprehensive reports.Bachelor’s degree in Civil Engineering, Architecture, Construction Management, Construction Technology, Building Construction, or other related field and five (5) years of experience relating to the design and construction of roadways, buildings, sanitary/storm sewers, water production and distribution, wastewater collection involving lift-station operations, or a related field, or any equivalent combination of education, training, and experience.Preference given to those with a State of Florida Registered Professional Engineer (PE) designation or those able to obtain registration as a P.E. within two years of employment.Possess and maintain a valid Florida Driver's License.Government experience preferred.Employees in this position are required to pass the National Incident Management System (NIMS) IS- 700 within 30 days of employment. The ICS-100 and ICS-200 within 90 days of employment. There may be additional NIMS required, which will be scheduled by your Supervisor.
