Engineer II - Project Managment

This position is open until filled with a first review date of August 5, 2024.As an Engineer II, you will perform professional engineering work and/or administration and consulting work in the design, investigation, and construction of street, public utilities, water and wastewater treatment systems, and other public works projects; prepare plans and specifications; act as project manager on assigned projects.Additional job functions may vary due to department or City needs/requirements. Assignments may include but are not limited to:Prepare documents for construction projects involving traffic, roads and streets, stormwater drainage systems, and water and sewer systems, with minimal supervision. Includes detailed designs, plans, specifications and estimates as well as coordination with other agencies, utilities, consultants and contractors.Act as project manager of assigned projects to ensure timely and accurate delivery.Provide assistance in the administration of major maintenance and construction projects by preparing costs and contracts, calculating pay estimates for contractors, and writing change orders, revisions and other project-related correspondence.Perform engineering and survey calculations related to Civil Engineering principles and practices.Write technical specifications and prepare construction contract documents using WSDOT/APWA specification, LAG Manual, AWWA Standards and other common standards for public works projects. Provide direction and work oversight of others including consultants, in the preparation of drawings, design plans, AutoCAD drafting and other assigned duties in the Engineering Division.Prepare requests for proposals and bids; review contract bids and proposals; assist in the coordination and review of consultants' design work.Act as a project engineer; research applicable codes, regulations and requirements for assigned project.Review plans and specifications for the appropriate design of public works projects.Respond to public inquiries providing appropriate information and documentation.OTHER JOB FUNCTIONS:Perform a variety of office administration works such as updating and maintaining files and data entry into the computer to ensure smooth flow of work.Attend open houses, city council and other public meetings as directed by management staff.Participate in the initial planning of projects to be proposed and make recommendations to assist the Public Works Director and other managers in establishing schedules and budgets.Conduct comprehensive studies for system master planning of future expansions; develop proposals relative to projected construction of various public works projects. Identify and plan required Capital Improvement for system expansion, modifications and/or new construction of public works water, sewer, water and wastewater treatment and street projects within city, county, state and federal guidelines.Respond to inquiries relative to engineering policies and procedures on specific projects and other divisional information.Perform other related duties as assigned.EDUCATION & EXPERIENCE:
Any equivalent combination of education and experience which provides the applicant with the knowledge, skills and abilities required to perform the job.Two (2) years of increasingly responsible professional civil engineering experience.Bachelor’s degree in Civil Engineering or equivalent to a bachelor’s degree from an accredited college or university with major course work in civil engineering or a related field.LICENSES, CERTIFICATIONS, AND OTHER REQUIREMENTS:
Certain licenses and certificates, if required, may be acquired on the job as agreed upon by the City and employee. Subject to change based on operational needs.Valid Washington State driver license.Engineering In Training (E.I.T) required.Registered Professional Engineer of Washington State (PE) preferred.Work is primarily performed in an office environment while stationed at a desk using a computer or standing at a drafting table. Work is also performed in the field that would require walking, stooping and climbing where there is exposure to heavy equipment, noise, varying/extreme weather conditions, blowing dust, varying terrain and/or traffic.
