Position Summary

The Human Resources Manager plans, coordinates and manages the personnel services of the Center; recommends new policies and procedures to ensure continued compliance with PRH and Corporate mandates.

Essential FunctionsProvide staff training, evaluate staff performance, and implement organizational and personnel changes as approved by the Center Director.Maintain the highest level of confidentiality and discretion in handling sensitive employee data.Coordinate the recruitment and screening of applicants; extend approved employment offers and coordinate the processing of all job references for new employees, including verification of previous employment and educational attainment.Incorporate DEI (diversity, equity, and inclusion) practices into all HR functions.Develop and maintain a new employee onboarding process to ensure new hires adjust to the social and performance aspects of their jobs and quickly become productive, contributing members of the organization.Manage the administration of group insurance and retirement programs to ensure uniform application and interpretation of policy and procedure.Administer wage and salary program including salary and personnel changes, performance appraisals, evaluation of position descriptions, personnel records and reports, wage structures and wage and salary surveys.Oversee implementation and monitoring of the Strategix automated performance appraisal system to include new employee training, management training, ongoing documentation, and mid-year and annual reviews. Lead the annual calibration process to ensure fair and consistent evaluations and recommend administrative changes in line with appraisal outcomes.Guide management in administering Strategix's progressive performance coaching policy; forward grievance, discrimination charges, requests for termination and other critical personnel matters to the center director for review, and coordination with the Strategix corporate office. Coordinate the recruitment, screening, and training of community volunteers to assist students and staff in various programs and activities.Maintain employee personnel files in compliance with Strategix and DOL requirements using hard copy and automated systems.Coordinate ongoing training programs to ensure managers and supervisors are equipped with the appropriate skills to fulfill their duties and maintain safe environments, and a qualified and committed staff.Prepare and submit annual DOL plans including staff training, incentives, and affirmative action plans and guide management in ongoing compliance.Develop and monitor the annual staff training program to fulfill PRH-mandated training within budget limitations. Use automated Strategix applications to maintain training records and produce reports as needed.Monitor and comply with all DOL guidelines, EEO, Office of Federal Contract Compliance (OFCCP), and corporate policies and procedures and advises management in maintaining ongoing compliance.Ensures applicable labor law postings are maintained in compliance with State law.Provide on-call center support as warranted.Participate in department meetings and all mandated PRH and Strategix training.Maintain accountability of staff, students, and property and adhere to safety practices.Promote a harassment-free environment.Utilize information systems and handle student data in strict adherence to Job Corps and Strategix policies to protect student's personally identifiable information (PII) and reduce network security threats.Adhere to and model Strategix servant leadership culture values: Honor Others, Inspire Vision, Choose Integrity, People First, Balance Focus with Flexibility, Serve with Humility, and Innovate and Disrupt.

Requirements

Qualifications and Experience Minimum

Bachelor's Degree in HR or related field and three (3) years' experience in HR administration or equivalent combination of education and experience. Excellent verbal and written communication skills. Effective relationship-building skills with students and staff. Information technology proficiency including MS Office. Willingness to provide on-call center support as warranted.

Preferred

Bachelor's degree and five years' experience in HR administration. PRH or SHRM credentialed.

Training and facilitation skills strongly preferred.
