The Administrative Office of Pennsylvania Courts - Finance Department (AOPC/Finance) staff work in the Pennsylvania Judicial Center located in Harrisburg. AOPC/Finance, with a staff of 18, manages a budget of approximately $550 million, overseeing nearly 40 appropriations, including the administrative office, appellate courts, various Supreme Court committees, and grants.

AOPC is seeking an Assistant Director of Finance to play a pivotal role in supporting the Director of Finance and ensuring seamless operations. This management position is crucial for maintaining continuity within the department, especially during the Director's absence, and involves significant supervisory responsibilities. This position consults with and advises the State Court Administrator, directors, senior staff of other non-state funded court entities, and various Executive branch officials on a wide array of financial and budgeting actions.

Significant responsibilities of the Assistant Director of Finance include:•Provides mentoring, guidance, and direct supervision to the managers of the accounting, budget, payroll, and procurement teams on project oversight, priorities, and goals.•Monitors financial activity by reviewing and understanding the annual budget, fiscal code, administrative code, annual Appropriations Acts, and monthly financial activity.•Oversees all customizations, modifications, updates, and changes to the Enterprise Resource Planning (ERP) system as related to Finance. Works with vendors and/or internal IT teams to ensure accuracy and completeness of system updates. Develops training materials for system changes and conducts training for system users.•Collaborates with executives and managers to ensure all statutory budget, accounting and payroll reporting is completed accurately and by deadlines, including annual external audit, single audit of federal funds, Annual Comprehensive Financial Report to the Governor's Budget Office, annual and quarterly payroll tax returns, and expenditure reporting to the Pennsylvania Legislature and the Governor's Budget Office.•Works closely with Director of Finance, and senior management to develop communications related to UJS budgets and related financial matters.•Oversees the records manager for public access (Rule of Judicial Administration 509). Ensures responses to inquiries are timely and complete.•Oversees procurement team and is responsible for signing contracts and purchase orders.•Performs special financial analysis and projects as needed.•Updates and reviews financial policies and procedures.

Compensation and Benefits

This position offers a competitive salary based on the experience and qualifications of the successful candidate. The expected hiring range is $99,367 - $119,417, but the starting salary will vary depending upon the qualifications and employment history of the selected candidate.

Desired Qualifications

This position requires a bachelor's degree in Accounting, Finance, Business Administration or a related field; a Certified Public Accountant (CPA) is preferred. Progressive experience in government finance, accounting, or a related field, and significant experience in a managerial or supervisory role is required. Qualified candidates will possess a proven track record of managing large budgets and overseeing complex financial operations. Experience with statutory reporting and compliance, including audits and financial reporting, is required. Residency is not required for this position.
