Description

Under the supervision of the Associate Director of Adult Workforce Development, the Business and Financial Services Manager (BFS Manager) will supervise and direct a team of job developers, financial/employment coaches and volunteers to assist jobseekers within vulnerable populations (e.g. veterans, disabled, re-entry, homeless) to develop job-readiness skills, enter and maintain placement within living-wage careers as well as assess and support local employers meet their business needs. The BFS Manager will be responsible for coordinating services and managing relationships with employers and financial service providers to improve the employability of participants and the economic growth of businesses. The BFS Manager will coordinate with other managers, leads, and teams within WDD as well as across CRCD departments to execute a coordinated, client-employer focused approach within the Integrated Service Delivery (ISD) model that positively impacts the jobseeker, employer, organization, and community at-large.

One of the main roles of the BFS Manager is to support the leadership staff of the department with meeting the goals of the organization that was established in the 5-year strategic plan. The manager should spend about 50% of their time cultivating and maintaining employer partnerships that lead to living wage jobs for clients served along with financial industry partners to support CRCD's Financial Services Center. This includes organizing career fairs, employer advisory networks, and supporting the business improvement district (BID). The BFS Manager should spend about 20% of time providing staff supervision and coaching, data-entry and reporting oversight, and overall contract compliance within employment and financial service outcomes. Additionally, 20% of time should be spent on administrative and compliance responsibilities. The final 10% of the time will support department management with department oversight, planning, development, and implementation.

ESSENTIAL DUTIES & RESPONSIBILITIES

Effectively lead and manage a team of job developers, employment coaches, volunteers, and interns within the Business & Employment team (or "BSR" - business service representatives' team)Effectively lead and manage a team of financial coaches and volunteers that will providethe full scope of financial literacy and education services through CRCD's Financial Services Center (FSC).Ensure smooth and supported integration between the FSC and Employment Team.Outreach and engage businesses and employers for job development and placement of enrolled participants.Oversee the employment team providing daily services that include, but not limited to, career assessment and planning; job-readiness (soft/hard skills) training; placement support into high growth industries; employment retention and follow-up services up to 12-months after exit; and employment case noting and closures on web-based grant reporting platforms. Create relationships with employers in our targeted industries of construction, transportation, and logistics as well as other high-growth industries with the employment team.Create and maintain productive and positive relationships with key partners such as LA Trade Tech College (LATTC), Southeast Los Angeles BusinessSource Center, and Economic Workforce Development Department (EWDD).Actively collaborate with other CRCD departments to recruit, enroll, train, and place eligible participants from the target vulnerable populationsNegotiate contracts/OJT, work experience terms with employers and partners for job placement and training of enrolled participants.Oversee referrals for small businesses services to BusinessSource Center and other gov't and community-based-organizations who can support the needs of entrepreneurs and small business owners, which includes tracking employer outcomes on CalJOBS and Salesforce.Ensure all job orders and employer service data efforts are collected, maintained, and entered into specific data systems, including but not limited to internal databases, spreadsheets and CalJOBS and Salesforce by the employment team.Initiate and participate in employer work groups, round tables, chambers, business corridors and other initiatives in appropriate targeted sectors.Lead a monthly/quarterly advisory council meetings with employers who serve as advisors for CRCD's Workforce Development Department (WDD)Responds with appropriate job matching and referral services for any job order from employers received internally and/or externally, including LA Trade Tech College personnel.Work with direct supervisor to help streamline services and increase quality and relevance of job opportunities for job seekers customers enrolled with program.Meet with employment team weekly to hear the job opportunities, employee and employer needs, and strategize how to match both client's needs timely.Produce weekly/monthly/quarterly reports from the employment team, and in some cases daily, to provide the organization leadership with ongoing grant progress and success.Collaborate with other managers, leads, and direct-line staff to coordinate service delivery, data-entry, and progress performance on all grants.Provide ongoing oversight to employment team data-entry on CalJOBS/SalesforceRequirements

QUALIFICATIONS

Bachelor's degree in related field; or minimum four years of related experience without formal educationPrior experience in providing job development, staffing or business services in either for profit or non-profit organizations.A minimum of 3-years supervision and management experience (preferably in non-profit workforce development and human services).Knowledge of needs of vulnerable populations, i.e., veterans, ex-offenders, individuals with disabilities, homeless individuals, English language learners.Demonstrated knowledge of community resources and services available to participantsMust provide proof and references of past work experience to validate the demonstrated ability.Experience managing a team of highly functional, independent thinkers who work collaboratively and in partnership to support local residents secure employment.Experience with facilitating small and large group meetings and partnership collaboratives.Member of the target population a plusBi-lingual in a community-based language a plusMember of the target population a plusAbility to work on multiple projects simultaneously to meet deadlines.Proficient in data entry, Microsoft Outlook, Excel, PowerPoint; Salesforce a plusWorking knowledge in data tracking systems and tools.Strong organizational skills to manage large caseload, data, and reporting dutiesStrong client-facing and teamwork skillsAptitude in decision-making and problem-solvingCritical thinking to incorporate new strategies and maintain ethical standardsReliable transportation: valid driver's license, and car insurance as required by law.SALARY RANGE

$66,560 - $70,000
