JRAD is seeking candidates for Business and Financial Analyst positions to support health technology development initiatives for the Advanced Research Projects Agency for Health (ARPA-H).
Roles/Responsibilities:
Provide programmatic, business operations, and budget support to the Government, including developing program budgets and office-level budgets and managing acquisition processes. Knowledge of the full scope of business and programmatic processes, procedures, and policies within a research and development (R&D) technical office is required.
Key responsibilities include:
Program Financial Formulation:Assist in strategic planning and preparation of technical, financial, and programmatic materialsProvide budget information, conduct financial analyses, and ensure proper use of all fundsAssist with the development of budget submissionsProgram Financial Execution:
Assist in creating Purchase Requests (PRs) and verify approved fundingReview PRs for accuracy and adherence to regulationsProvide training and assistance with financial toolsMonitor financial systems and resolve issuesProgram Financial Tracking:
Prepare, maintain, and track program financial informationConduct baseline and re-baseline analysesExecute cost and performance analyses and management reporting proceduresOffice Budget Support:
Forecast, track, and update commitment, obligation, and expenditure dataCreate custom ad hoc financial reportsAssist with travel projections and trackingProgram and Portfolio Tracking:
Maintain understanding of technology portfolios and initiativesPre-award Support:
Organize and administer contracts, grants, and agreementsAnalyze data, develop pricing, and draft recordsPost announcements and coordinate contract-related filesAnalyze cost elements, research contractual issues, and draft correspondenceAssist in developing and reviewing Broad Agency AnnouncementsPost-award Support:
Prepare contract modifications and necessary documentationDraft notices and monitor property status and invoicingProcurement Support Analysis:
Review documents and assist in drafting procurement updates and reports for Acquisition Policy DirectorRequired Skills and Education:
Masters Degree (Accounting/Finance/ Business fields preferred)15+ years of experience in financial management, budgeting, and analysisStrong understanding of financial systems and regulationsExcellent analytical and problem-solving skillsAbility to communicate effectively and work collaboratively with cross-functional teamsExperience with government contracting and familiarity with ARPA-H financial processes is a plusSecurity Clearance:
