Summary:The Assistant Vice Chancellor (AVC) for Human Resources serves as the Chief Human Resources Officer for the University of Illinois Springfield and is responsible for the administration and oversight of all HR services on the UIS campus. Areas of oversight include staffing and employment; employee and labor relations; position classification/ compensation; policy administration; human resource information systems; leave administration; student employment; and training and organizational development. This position is also responsible for establishing short- and long-term goals for campus human resources initiatives.
The AVC provides leadership over the delivery of a progressive and innovative HR program that contributes to the attainment of the University's strategic goals and mission. The AVC works closely with the System Senior Associate Vice President and Chief Human Resources Officer and their counterparts at the other University of Illinois sister university campuses as well as the University of Illinois Hospital on strategic and policy issues that affect the University of Illinois System as a whole. The AVC connects HR strategy to the university strategy in establishing short-and long-term organizational goals, objectives, strategic plans, policies, and operating procedures; monitoring and evaluating programmatic and operational effectiveness; and leading change required to implement best HR practices and achieve continuous business process improvements. The AVC should be a holistic thinker, intentionally shaping and influencing a positive work culture. The AVC will infuse human resources analytics as one of the key variables in management decision-making.
Duties & Responsibilities:Develop and implement the overall campus-wide human resource strategy for Civil Service and Academic Professional employees in alignment with the goals of the campus. Assess campus climate and direct long-range and short-term planning for human resources initiatives and programs on the campus. Coordinate with and assist colleges, units and departments on implementation of HR policies and programs, as needed.
Ensure compliance with University of Illinois System human resource policies. Responsible for developing, implementing and enforcing human resource operational policies and procedures (for the office and the campus), as appropriate. Ensure alignment with university, state and federal policies and statutes. Provide guidance on HR policies and procedures. Serve as consultant and advisor to UIS campus administration, supervisors, managers, and employees on human resource matters.
Manage and direct staff, budget, and operations for UIS HR Office and serve as fiscal officer for the office.
Direct and oversee administrative and operational responsibility for labor and employee relations. Assist in developing bargaining strategies with the chancellor and with University Administration and with direct oversight of the bargaining process with UIS faculty, staff, and graduate assistant bargaining units. Oversee campus grievance officer; oversee disciplinary and discharge processes.
Direct and oversee administrative and operational responsibility for Civil Service and Academic Professional employment, record keeping, classification/compensation, testing, and student employment.
Provide vision, management and leadership for strategic planning, fiscal management, continuous service improvement for UIS human resources programs and services.
Develop and execute campus-wide HR programs, such as new employee orientation, training and supervisory/management development, performance evaluations, employee morale and staff programs and recognition initiatives and exit interview process; develop and implement professional development programs for university staff; coordinate employee engagement events, as necessary.
Serve as the human resource and/or campus representative on committees, as needed and assigned. Includes Strategic Staffing Committee, Threat Assessment Team, Professional Staff Leadership Academy curriculum team member, Civil Service Advisory (Committee and Academic Professional Advisory Committee (APAC), University Professional Personnel Advisory Committee (UPPAC), Human Resource Director Advisory Committee (HRDAC), Illinois Higher Education Consortium of Human Capital (IHECHC) and other appropriate campus, university, and state of Illinois committees and workgroups.
Serve as UIS designated employer representative and liaison to the State Universities Civil Service System (SUCSS) and serves on the System HR Leadership Team (includes UIC, UIUC, Hospital HR, and System HR). Ensure HR compliance with external agencies; provide information and responses for audit findings, requirements, and recommendations.
Provide human resources advice and counsel to the Vice Chancellor for Finance and Administration, the Chancellor, the Chancellor's Cabinet, Deans, and other administrators as requested. Provide credible advice and sound decision making.Perform other related duties as assigned.
Minimum Qualifications:Candidates must possess a bachelor's degree in human resources or a related field.Minimum of eight years of progressive HR experience in a leadership and strategic role.
Preferred Qualifications:Master's degree in human resources or a related field.Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) certificationHR experience in higher education or complex public institution or similarly complex organizationExperience with collective bargaining processes and labor relations
