The Assistant Vice Chancellor of Human Resources Operations provides day-to-day executive leadership for and manages three operational units of human resources: Benefits, HR Information Systems, and HR Operations. This position is critical to carrying the strategic vision and execution of these operational and systematic-driven HR units, which leverage technology and enable simplification and standardization of all people processes. Providing leadership for the managers of the three units (Benefits, HR Operations, HR Information Systems), the Assistant Vice Chancellor of Operations will utilize, leverage, and integrate automation and system applications to meet strategic objectives for the Division of HR and the University. The position will provide strategic oversight and successfully lead the critical integration of HR- and payroll-related transactions as well as benefits and leave administrative transactions (as a Shared Services campus) including electronic personnel requests, payable compensation, records management, benefits/retirement and as well as coordination of access to the University’s Banner ERP system and personnel reporting/analytics.
Reporting to the Associate Vice Chancellor & Chief Human Resources Officer and collaborating with senior leaders, the Assistant Vice Chancellor of HR Operations will lead in the development and implementation of data, reports, metrics, and HR analytics that effectively measure, benchmark, and monitor the workforce and its impact on the institution. This position is pivotal in strategic leadership, implementing, and establishing well-defined resources, processes, and procedures to optimize operational efficiency. The AVC of Operations works collaboratively with direct reports to deliver appropriate customer Service Level Agreements (SLAs) and HR data analytics/metrics and reporting to establish accountability, reduce erroneous transactional activities, track performance, monitor program effectiveness, and measure success. Additionally, the Assistant Vice Chancellor of Operations will collaborate as an expert consultant and advisor to department heads, deans, campus leaders, and university administrators to promote an engaged HR culture with campus constituents related to University-wide HR strategic initiatives.

Requirements:
An advanced degree from a four-year college or university in a relevant discipline and a minimum of 5-7 years of relevant experience and 2-3 years of supervisory experience; or a bachelor’s degree in a relevant discipline and a minimum of 7-10 years comparable experience.
Proven ability to provide strategic oversight and leadership for multiple HR functions. Demonstrated experience managing HR operational units such as Benefits, HR Information Systems, and HR Operations. Experience with HR technology systems, data analytics, and automation, including ERP systems like Banner or similar.
Expertise in integrating HR/payroll transactions, records management, and benefits administration within a shared service or equivalent environment.
Demonstrated experience, including decision-making authority in human resources administration or experience in planning, organizing, and directing human resources operations. Knowledge of relevant state and federal employment laws and regulations. Ability to maintain discretion and the highest ethical and professional standards while dealing with confidential and sensitive information.
Experience working in a fast-paced, team-oriented environment with quickly shifting priorities. High emotional intelligence, strong customer service orientation, and the capacity to deal with various people, relationships, and situations. Strong customer service orientation and sense of integrity.
Excellent organizational and consultative skills. Strong collaboration, communication, presentation, and interpersonal skills and ability to deliver challenging messages in a positive and influential manner.
Preferred:
Prefer a candidate with demonstrated leadership and professional expertise to develop HR strategies with high operational impact and resolve complex and challenging HR issues in change management and HR organizational transformation.
Human Resources experience in higher education and/or the public sector. University experience working at a system institution in North Carolina (or another state) is highly desirable, and/or comprehensive knowledge of UNC System policies and OSHR regulations, etc.
Have exceptional experience in and technical knowledge of human resources systems and applications. In-depth experience and thorough knowledge in human resources and/or specific functional areas outlined in this position description combined with broad-based knowledge and experience in other HR components of the organization.
Possess a solutions-focused mindset and a results-driven leadership orientation. Proven success in developing organizational cultures that foster a culture of accountability, collaboration, and organizational excellence. Superior project and change management skills, written and verbal communication skills and fiscal management expertise. Experience with Banner HR, PeopleAdmin/Cornerstone, DataMart, or similar systems for HR systems management. PHR , SPHR , SHRM -CP or SHRM SCP highly preferred
