Job Description

POSITION SUMMARY: The Clinical Director is responsible for the overall clinical and operational aspects of the Mobile Crisis for Law Enforcement program (MCLE) and Mobile Crisis for Law Enforcement Outreach Team (MCLE-OT) services within Delaware County to provide rehabilitation and support services to individuals in crisis. DUTIES AND RESPONSIBILITIES: Provide overall clinical and operational direction to the MCLE and MCLE-OT by leading staff and planning meetings; continuously evaluating the status of services and conducting appropriate planning and coordination of activities to ensure immediate attention to client's changing demands; conduct clinical assessments and provide direct clinical treatment, rehabilitation and support services to persons served; direct and coordinate the distribution of the staffing for each shift; and oversee treatment, rehabilitation, and support services of the program to ensure quality of services When providing dispatch assistance to MCLE MHPs, wear bullet proof vest under clothes at all time during engagements with police Evaluate the MCLE and MCLE-OT teams and individual team members through case review and individual and group supervision to ensure service excellence and courteous, helpful, and respectful services to persons served Direct and assign work tasks and projects, manage individual team member performance and development, and ensure adherence to department, agency, funding source, and all state regulations, rules, and policies to ensure client satisfaction and quality of service Monitor program budgets to make sure expenditures and revenue streams stay within established budget guidelines to maintain fiscal responsibility for the program by discussing the budget during supervision and attending periodic meetings with revenue cycle management Provide oversight to ensure medical records management processes are in compliance with agency policies, Medicaid, and other third party payment requirements by conducting case reviews and chart audits; ensuring staff are trained on medical record requirements; ensuring regular review of client assessments, treatment plans, and progress notes written by the staff; and ensuring individual staff mastery of medical records review and documentation processes through training and supervision of staff Oversee and provide continuous quality assurance activities, in coordination with the Quality Assurance Team, and review of use of program services by developing and maintaining program policies and procedures and revising, as necessary, to ensure they meet regulatory standards and program quality and compliance Develop and nurture relationships with families, outside social service agencies, funding sources and other stake holders by engaging in community activities designed to market the program services Ensures that all required service contracts with managed care entities and private insurance are being executed properly and that billing is completed timely per the established contracts through activities including but not limited to periodic reviews and operationalizing what is in the contract to maintain program compliance Ensures adherence to all regulations, certification, and other approvals are in compliance with regulatory standards by reviewing regulations, meeting with QA to discuss process improvements to ensure program compliance, training staff in regulations, processes and policies, and making any needed updates to program policies and procedures Work closely with the Regional Director and other directors to resolve any emergent and ongoing program concerns including but not limited to attempted/completed suicides, and problematic engagements with law enforcement Perform on-call dut for crisis intervention and for staff supervision and consultation Provide supervision of assigned staff in the areas including, but not limited to, recruitment, selection, develop and implement staff orientation and training as well as manage intern training, leadership, coaching, training, performance management, promotion, discipline, and termination Perform cardiopulmonary resuscitation (CPR) and safe crisis intervention using agency-trained protocols Perform other duties as assigned IMMEDIATE SUPERVISOR: Regional Director of Recovery and Outpatient Services DIRECT REPORTS: Clinical Supervisors CONTACTS: Individuals served and their families and caregivers, agency staff, general public, funding source representatives, program evaluation personnel, related professional agencies/social service agencies, community mental health centers and hospitals, advocacy groups, county and state government representatives, employers and other stakeholders. EDUCATION/EXPERIENCE/SKILLS REQUIREMENTS: Licensed master's- or doctoral-level professional with a Licensed Clinical Social Worker (LCSW), Licensed Social Worker (LSW), Licensed Professional Counselor (LPC) Licensed in their field of study at time of hire or within six (6) months of hire Four (4) years supervisory experience Three (3) years mental health experience Experience supervising CPS preferred Demonstrated intermediate computer proficiency in Microsoft Word, Outlook, Excel, and Power Point Flexibility to alter working hours when needed Demonstrated ability to work effectively as part of a team Ability to work in a fast-paced environment and manage and prioritize multiple, often competing, priorities Demonstrated strong attention to detail Demonstrated strong time management and organizational skills Demonstrated excellent judgment with the ability to independently solve problems and make decisions with little or no need for direct supervision Demonstrated ability to anticipate future needed changes or identify problem areas and take effective actions Must be able to perform CPR and safe crisis intervention using agency-trained protocols Must possess excellent customer interaction, collaboration, presentation, and written and verbal communication skills Experience using or knowledge of Electronic Health Record (EHR) / Electronic Medical Record (EMR) Must have current, valid driver's license in state of residence, three (3) years driving experience in the United States, and acceptable driving record
