Financial Management Analyst
(Civilian Payroll)
who provides functional technical advice and assistance to the Defense Health Agency Financial Operations Division financial and budget analysts and financial support personnel. Specifically:Essential Duties & Responsibilities:Utilize ATAAPS and HR Mini Master to enter employee payroll information, approve employee timesheets, confirm and edit employee payroll informationRun and extract Uncertified Time and Missing Time reports in ATAAPS and follow up with employees as needed to correct/enter timeProvide helpdesk troubleshooting support to all users of GFEBS and ATAAPS from a financial execution and planning perspectiveContact employees/timekeepers/certifiers who have outstanding uncertified timecardsTrack payroll related issues in the ticketing system (Remedy) and assist employees in resolving their issuesProvide leadership with weekly Manual Defense Civilian Payroll System & Remedy Reports and resolve discrepanciesAssist employees with onboarding and offboarding - i.e., how to interact with the system, enter time, etc. (onboarding) and removal from the payroll system (offboarding)Conduct audits and reviews of time and attendance records/DCPDS/DCPS other systems. Work with Auditors on auditing departments/systemsDevelop training materials for users and employees along with train the trainer on different/new automation systemsAssists in the reconciliation of all commitments and obligations with DFAS, makes corrections, and communicates with DFAS regarding all funds status issues. Analyzes and corrects disbursement errors interface incorrectly to DFASAssists in providing technical advice and assistance in the area of civilian payroll and time and attendance IAW with OPM, DoD, and DHA PolicyAssists in completion of in-processing forms; explains pay rate, pay periods, within grade increases, annual and sick leave accrualReviews and processes corrections to time and attendance records on employeesReviews all personnel documents coded into the PAID systemResearches, resolves, and responds to verbal and written pay and leave inquiries from employees, supervisors, personnel staff, and finance staff, and management officialsAbility to do client travel as needed
Education and Experience Requirements:Education:Bachelor's Degree in Financial Management, Financial Analysis, Managerial Finance, Accounting, Business or other related /allied discipline or other relevant experience
System Experience:Extensive experience with Automated Time Attendance and Production System (ATAAPS)Extensive experience with Defense Civilian Pay System (DCPS)Extensive experience with HR Mini MasterExtensive experience with General Fund Enterprise Business Systems (GFEBS) a plusMS Office Suite - Word, PowerPoint, Visio, Outlook, and Excel (Pivot Tables)
Experience:3-year minimum experience in DoD budget and program development, execution and management or other relevant experience.1-year minimum total direct experience with Defense Health Program operations or other relevant experience.Demonstrated knowledge of commonly used DoD, Defense Health Program, and Federal budgetary and accounting methods, regulations, laws, and policies.Demonstrated knowledge of the Federal Planning, Programming, Budgeting and Execution Process (PPBE) to advise on and/ or properly execute, record and report obligations, expenditures, transfer of funds, allotments, year-end close out, etc.Knowledge of automated budget and financial systems and capabilities.Strong communication skills, both written and oral.
