Job OverviewAs part of the Policy Analysis Team within the Policy & Analysis Department, the Project Manager will play an integral role in developing, performing, and managing research and analysis on policy issues to help inform New York State energy policy and planning in support of the State’s climate goals. This team member will have specific responsibility for analyses related to the effect of policies on public health as the State undertakes the transition to a clean energy economy, including but not limited to the effect of energy policy on air quality, and will serve as a subject matter expert in these areas. This team member will provide additional support for analytic research beyond health research as needed.
NYSERDA seeks a creative, self-motivated, and knowledgeable individual with strong analytic and communication skills. The successful individual will demonstrate knowledge of air quality dispersion and chemistry and modeling of those processes, policies and programs as they relate to air quality and public health and to climate change mitigation, have project management experience, and be enthusiastic about collaborating with multiple NYSERDA teams as well as other State agencies to further State policy as it relates to Climate Change.
Primary Responsibilities
Serve as a recognized subject matter expert on air quality and other public health-related topics as they relate to electricity, fuels, buildings, industry, and transportation.
Manage policy-related analyses intended to evaluate potential or existing policy and identify opportunities to further the positive connection between climate change mitigation policy and public health and provide broad support for others on these topics.
Support the development of a broad approach for developing NYSERDA’s capabilities in these areas and applying those capabilities to advancing new policy direction.
Manage consultant teams engaged in health-related and other research for NYSERDA by providing strategic direction, evaluating inputs and outputs, and translating modeling results into actionable policy recommendations.
Provide quantitative and qualitative research support for projects in other research domains (e.g., buildings, transportation, industry, fuels, electricity) as needed. This can include modeling related to decarbonization pathways, technology deployment, electric system analysis, and other decarbonization analyses.
Participate in teams from NYSERDA, other State agencies, and/or external contractors to advance analytic projects and produce policy and planning reports and roadmaps. The development of major external reports typically includes conducting and managing market and policy research; analyzing and synthesizing data from government, academic, and policy sources; developing and analyzing policy options; soliciting and incorporating stakeholder input; and drafting reports and outreach materials.
Develop policy briefings, memos, and internal resources on policy issues, in particular on public health, air quality, and other health-related topics.
Monitor and contribute to State regulatory policy and legislation in coordination with policy development at the federal level, by local governments, and other state governments, including analysis of health implications, benefits, and costs of proposed policies.
Support the State Energy Plan, Climate Action Council, and similar processes, providing analytic, policy development, project management, and logistical support and collaborating with other subject-matter experts and stakeholders.
Collaborate with internal, interagency, and external stakeholders, on health issues related to energy and climate policy and regulation. Develop and maintain professional relationships with such stakeholders. Represent NYSERDA at relevant meetings and events.
Provide policy insights and formative advice to shape effective NYSERDA programs.
Contribute to a team culture of openness and collaboration.
Perform other responsibilities as assigned.
Ability to demonstrate respect, equity and inclusive behavior and practices of a diverse workforce and community.
Minimum Qualifications
A Bachelor’s degree with superior academic performance and 5 years of relevant experience.
Professional experience consistent with the primary responsibilities of this position, including but not limited to air pollution dispersion and chemistry modeling and ensuing health effects at micro and macro scales.
Understanding of key sectoral drivers of emissions, including industry, transportation, electricity, and buildings.
Strong skills in critical thinking, quantitative and qualitative research, policy analysis, technical writing, and verbal communication.
Project management skills (e.g., developing and managing workplans and budgets, overseeing work products) and time management, organizational, and planning skills to successfully handle multiple projects simultaneously, meeting deadlines with accuracy and good judgment.
Ability to work both independently and cross-functionally with other teams as an active team member.
Ability to navigate sensitive projects with diplomacy and discretion.
Ability to collaborate and communicate effectively with a wide range of stakeholders, holding sometimes conflicting perspectives, to seek input and identify common objectives.
Demonstrated problem-solving ability, curiosity, resourcefulness, adaptability, and ability to learn and apply new information and tools.
Preferred Qualifications
A Master’s degree in policy, environmental science, engineering, or related field and 4 years of experience.
Experience with air quality and public health analysis and modeling in a regulatory context (e.g., environmental analyses and impact statements, permitting).
Familiarity with hydrogen and alternative fuels.
Familiarity with modeling tools to support decarbonization analysis broadly, e.g., benefit cost analysis, net present value, stock turnover modeling, and tools related to buildings, transportation, and the electric sector.
Familiarity with development of pollutant emission inventories.
Indoor air quality expertise.
Familiarity with New York’s Climate Act.
