The Role:Provides fiscal oversight for all aspects of the Western Connecticut Mental Health Network budget, including preparation, asset management, accounting and financial reporting and analysis, oversight of expenditures, and purchasing. Reviews budget balances, identifies problem areas, then as needed coordinates with Office of Commissioner.

Job duties include, but are not limited to:

Manages the fiscal operations of Western CT Mental Health Network, producing timely fiscal reports, monitoring staff vacancies and hiring, overseeing lease agreements, and ensuring prompt payments on invoices.

Chairs the Safety and Health Committee and oversees building issues at all three sites, ensuring compliance with Joint Commission Standards.

Participates in Executive Committee, Threat Assessment Team, and other committees as assigned.

Serves as liaison to DMHAS non-profit providers in fiscal/programmatic matters.

Works closely with Human Resources regarding positions/refills on a regular basis.

Responsible for updating and maintaining fiscal policies within the network.

Responds to requests for internal and external audits, providing corrective actions and follow-ups.

Provides regular supervision to Fiscal Administrative Assistant and Secretary.

This position will be filled in accordance with contractual language, reemployment, SEBAC, transfer, promotion and merit employment rules.

PURPOSE OF JOB CLASS (NATURE OF WORK)In the Department of Mental Health and Addiction Services, this class is accountable for managing fiscal administrative functions and activities of a mental health facility.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCEEight (8) years of experience in business administration or health care administration involving responsibility for financial management or budget development.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCEFour (4) years of the General Experience must have been in a professional organization that provides mental health or intellectual and developmental disability services or general hospital administration.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

A Master's degree in public health, public administration, business administration with a specialization in health services or hospital administration or a Master of Social Work may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

Fiscal experience working in behavioral health and substance use organization.

Experience managing safety and health matters relating to facility operations.

Experience applying management principles and techniques.

Experience with principles and practices of public administration.

Experience with principles and practices of mental health facility administration.
