Reviews budget balances, identifies problem areas, then as needed coordinates with Office of Commissioner.Job duties include, but are not limited to:Manages the fiscal operations of Western Ct Mental Health Network to include producing timely fiscal reports, monitoring staff vacancies and hiring, overseeing lease agreements and dealing with landlords when applicable. Responsible for prompt payments on invoices, ergonomic requests, mileage and conference reimbursements.Chairs the Safety and Health Committee and oversees building issues at all three sites; including ensuring compliance to Joint Commission Standards. Maintains collaborative relationships with landlords, DAS, and vendors.Participates in Executive Committee, Threat Assessment Team, and other committees as assigned.Serves as liaison, along with our Contracts and Compliance Manager, to DMHAS non-profit providers in fiscal/programmatic matters.Works closely and collaboratively with Human Resources regarding positions/refills on a regular basis.Responsible for updating and maintaining fiscal policies within Western Connecticut Mental Health Network.Responsible for responding to requests for internal and external audits, providing corrective actions and following up in a timely manner.Provides regular supervision to Fiscal Administrative Assistant and Secretary.About Us:DMHAS is a health care agency whose mission is to promote the overall health and wellness of persons with behavioral health needs through an integrated network of holistic, comprehensive, effective, and efficient services and supports that foster dignity, respect, and self-sufficiency in those we serve.WCMHN mission is to provide a comprehensive and effective recovery-oriented system of mental health and addiction services that promotes self-sufficiency, dignity, cultural sensitivity and respect.Qualifications & RequirementsMINIMUM QUALIFICATIONS - GENERAL EXPERIENCEEight (8) years of experience in business administration or health care administration involving responsibility for financial management or budget development.MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCEFour (4) years of the General Experience must have been in a professional organization that provides mental health or intellectual and developmental disability services or general hospital administration.MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWEDCollege training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.A Master's degree in public health, public administration, business administration with a specialization in health services or hospital administration or a Master of Social Work with a concentration in either administration or policy and planning may be substituted for one (1) additional year of the General Experience.
