Public Health Data Analyst

We are seeking a highly qualified candidate to fill the Public Health Data Analyst (Data Analyst V) position within the DSHS Center for Public Health Policy and Practice (CPHPP), Public Health Research Advancement Section. The Public Health Research Advancement Section facilitates the adoption of public health research into practice through leading analytic projects and providing technical support to agency programs to inform program and policy development and strengthen coordination of research activities across the agency, academia, and external partners. The Section seeks to demonstrate the health and economic impact of agency programs and policies to maximize resources across the state.
The Public Health Data Analyst provides highly complex (senior level) data analysis and evaluation services and contributes original data analysis and evaluation ideas to analyze and evaluate the impact of public health programs and policies using quantitative and qualitative analytic methods. Work involves reviewing existing data sets and literature, conducting detailed analysis of data sets and program performance measures, designing data collection tools and surveys, data cleaning and standardization, and developing processes to improve data management and data quality. This position coordinates and collaborates with other staff, DSHS programs, external agencies, academic researchers, and other external partners and is responsible for preparing presentations, reports, and data visualizations to communicate findings to executive staff and external audiences. This position works under minimal supervision of the Director of Public Health Research Advancement with extensive latitude for initiative and independent judgment and should be experienced in evaluation utilizing multiple methods of data analysis and in working with large data sets, health-related data, survey data, and qualitative data.
Essential Job Functions:Data Collection and Management (25%):
Defines, develops, and implements data collection, data quality, and reporting standards and processes to track progress of grant-funded and program activities and ensure consistency, integrity, and accuracy of data. Uses qualitative and quantitative methods to collect data from CPHPP staff, other programs, and external partners to evaluate grant progress, identify themes and patterns, and ensure data quality. Develops and maintains data management standards, guidelines, and procedures for CPHPP data projects. Recommends and implements data process improvements to improve data quality and advance grant and program objectives.Analysis and Evaluation (30%):
Works closely with the CPHPP Public Health Research Advancement team to design and conduct analytic and evaluation projects related to the CPHPP grant activities and other agency public health priorities to inform program and policy development. Reviews and analyzes existing data sets and literature and proposes original analytic and evaluation projects. Applies evaluation and analysis principles to identify the best data sources, statistical data analysis methods, and techniques available. Uses specialized software like R, STATA, SAS, ATLAS.ti, NVivo, Tableau, ArcGIS or other similar software for quantitative and qualitative data analysis and data visualizations.Collaboration and Technical Assistance (25%):
Collaborates with CPHPP and agency staff and researchers, academia, state and local entities, and other stakeholders to contribute to and facilitate the creation of analytic and evaluation projects related to agency public health priorities. Works effectively with others to develop plans, share work details, devise clear strategies and instructions, and formulate cogent inquiries. Provides technical support to agency programs and external partners on qualitative and quantitative data analysis and evaluation methods. Leads and participates in agency data and analytic work groups with other program areas, executive staff, and external partners.Communication (15%):
Prepares high-quality data analysis and evaluation reports, briefs, and presentations for distribution to CPHPP leadership, DSHS staff, DSHS executive leadership, grant funders, external partners, and other stakeholders. Develops graphical visualizations and synthesizes complex data methods and results for general audiences. Ensures appropriate communication and dissemination of findings and recommendations for data-informed program and policy decision making.Other Duties as Assigned (5%):
Represents CPHPP and DSHS at meetings and conferences and performs other related work as assigned, which may include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. CPHPP is an active partner in response activities. Such participation may require an alternate shift pattern assignment and/or location.
Knowledge Skills Abilities:Knowledge of local, state, and federal laws, regulations, administrative rules, program policies, and procedures relevant to DSHS program areas.Knowledge of the principles and practices of public health.Knowledge of scientific research methods and statistical data analysis techniques relevant to public health data.Knowledge of statistics and analyzing data sets, running queries, report writing, and presenting findings.Knowledge of data models, research and evaluation design, and database design development.Knowledge of programming logic and scripting.
Skill and training in the use of advanced statistical and analysis software such as R, STATA, SAS, SPSS, ATLAS.ti, NVivo, Tableau, ArcGIS or other similar software.Skill in using EXCEL or other spreadsheet software.Skill in graphical, tabular, and geographical presentation of data.Skill in analyzing problems and devising effective solutions.Skill in conducting data searches, in evaluating and translating large amounts of data.Skill in multitasking priorities.
Ability to compile, review, and analyze data.Ability to plan, organize, and conduct data analytic projects.Ability to develop, interpret, and review statistical data, charts, maps, and tables and maintain accuracy and attention to detail.Ability to develop and analyze measuring instruments with respect to reliability, relevance, and validity.Ability to formulate reasonable hypotheses and structure research and evaluation designs to account for variables.Ability to maintain detailed and organized documentation of data analytic projects.Ability to prepare reports and communicate effectively both orally and in writing.Ability to gather information from a variety of sources and synthesize and translate detailed information into simpler terms.Ability to develop and effectively deliver training and technical assistance about research and evaluation design, data methods, procedures or DSHS policies.Ability to function in a multi-disciplinary team and provide guidance to other staff.Ability to work independently and perform work with a high degree of attention to detail.Ability to show initiative and follow through on tasks.Registration or Licensure Requirements:N/A
Initial Selection Criteria:Bachelor’s degree from an accredited four-year college or university with major coursework in public health, social science, bioscience, statistics, business, or related field. Graduate degree is preferred.Three or more years using R, STATA, SAS, SPSS, or other statistical and database management software.Three or more years of experience with acquisition, collection, management, research, analysis, and dissemination of demographic, socioeconomic, public health, or programmatic data; experience in the use and management of large data sets is preferred.A graduate degree in a related field may be substituted for two years of experience.
