At the District Eight-Two, Georgia Department of Public Health , you will join a dedicated group of public health professionals that help support the overall mission and vision of protecting lives of Georgian residents in a variety of ways. District 8-2 Public Health serves 14 counties in Southwest Georgia, including Baker, Calhoun, Colquitt, Doughtery, Decatur, Early, Grady, Lee, Miller, Mitchell, Seminole, Terrell, Thomas, and Worth counties. One of the fastest growing regions in the state, District 8-2 includes rural and urban communities with diverse public health challenges.

Sr. Mgr, Human ResourcesDirects and coordinates human resource management and/or human resource development activities of an organization to maximize the strategic use of human resources. Maintains functions such as employee compensation, recruitment, policy development, and regulatory compliance. Oversees the development and implementation of human resources policies. Directs subordinate managers and staff.

In addition, but not limited:

Develop, implement and train on important HR topics such as progressive discipline, leadership development and effective interviewing techniques.Ensures agency is in compliance with all state and federal regulatory requirements, including the Fair Labor Standards Act (FLSA), Family Medical Leave Act (FMLA), Affordable Care Act (ACA), and Title VII of the Civil Rights Act of 1964.Conducts, or directs, research efforts to refine existing HR business practices or to develop new initiatives in the areas of workforce planning, strategic staffing, competency assessment, and total compensation analysis.Provides support and guidance to HR generalists, management, and other staff when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute routine tasks in delicate circumstances such as providing reasonable accommodations, investigating allegations of wrongdoing, and terminations.Partners with the leadership team to understand and execute the organization's human resource and talent strategy particularly as it relates to current and future talent needs, recruiting, retention, and succession planning.Manages compensation, benefits, and employment functions to ensure utilization of the state's resources in the most effective manner. Oversees disability retirement process.Oversees the agency's grievance process and manages employee relations for the agency. Investigates claims of discrimination and/or harassment. Responds to charges from Equal Employment Opportunity Commission (EEOC) or the Georgia Commission on Equal Opportunity (GCEO).Provides information and advice to employees, supervisors, and managers regarding employee relations issues and personnel policies, practices, and regulations. Ensures appropriate employee relations and regulatory training is provided to employees, supervisors, and managers.Ensures timely and accurate response to unemployment claims.Conducts data analysis and reporting as needed.Directs staff in appropriately processing personnel transactions.Additional skills related:Knowledge and understanding of local, state and federal legislation affecting personnel managementKnowledge and understanding of benefits legislation (HIPAA, USERRA, ADA, COBRA, FMLA)Knowledge of the operation of general office equipment including calculator, computer keyboard, computer word processing or other programs, telephone, telephone console, or copy machine as requiredSkill in communicating both orally and in written formSkill in researching complex issues and developing recommended actionsAbility to develop, implement and evaluate new and revised procedures, methods and standardsAbility to maintain confidentiality and exercise considerable skill in information handling, privacy of records and judgmentAbility to respond effectively to the most sensitive inquiries or complaintsAbility to define problems, collect data, establish facts, and draw valid conclusions

Minimum Qualifications

Sr. Mgr, Human ResourcesHigh school diploma/GED and five (5) years of managerial or supervisory experience in human resources; or two (2) years of experience required at the lower level Mgr 2, Human Resources (HRM011) or position equivalent. Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year."

Preferred qualifications:

Bachelor's degree in human resources, Business Administration, or a closely related experience, or any equivalent combination of education, training, and experience that provides the requisite knowledge, skills, and abilities for this job.At least five-seven years of relevant HR experience and three years of human resource management experience.SPHR, PHR, aPHR, CHRM, ACHRM, or SHRM-CP (is a plus.)
