The Contracts and Capture Manager will lead the end-to-end management of client contracts, including GWACs, BPAs, and IDIQs. This individual will oversee contract negotiations, ensure compliance, manage proposals, and develop capture strategies to secure new business opportunities. The ideal candidate will have a deep understanding of federal and other public sector procurement, strong contract management experience, and proven success in capture management.

Key Responsibilities

Capture Management : Develop and implement capture strategies to win contracts, focusing on GWACs and other acquisition vehicles.

Proposal Development : Lead proposal teams in response to RFPs, RFQs, and other solicitation types, ensuring compliance with regulations and customer requirements.

Contract Negotiation : Negotiate contract terms and conditions with federal agencies, State & Local Government, and Commercial entities ensuring favorable terms while managing risk.

Contract Administration : Oversee the full lifecycle of contracts, from award through execution, ensuring compliance with all contract requirements, FAR/DFARS regulations, federal procurement laws, and other regulatory requirements as applicable.

Relationship Building : Establish and maintain relationships with federal customers, prime contractors, and other key stakeholders.

Risk Management : Identify potential risks in contract language, performance, and delivery, implementing mitigation strategies, as necessary.

Market Research : Stay informed about market trends, upcoming contract opportunities, and competitor activities to position the company for success.

Compliance : Ensure all contract actions, proposals, and submissions satisfy and comply with client regulations and internal company policies.

Team Collaboration : Work closely with sales, operations, finance, and technical teams to ensure alignment on business objectives and customer requirements.

Basic Qualifications

5+ years of experience in contract management and capture within the IT or cybersecurity industry, particularly managing GWACs and IDIQs.Strong knowledge of FAR, DFARS, and federal procurement processes.Proven experience leading successful capture efforts, including RFP/RFQ response and proposal development.Excellent negotiation, communication, and analytical skills.Ability to manage multiple complex projects simultaneously.Strong attention to detail and problem-solving capabilities.U.S. Citizenship requiredAdditional Qualifications

CPCM, CFCM, CCCM, CCMA, DAWIA - ContractingExperience with Salesforce or comparable CRM ToolSecurity Clearance preferred but not required
