Job Summary:
We are seeking an experienced
Capture Manager
2
with a strong focus on the federal health market, specifically Health and Human Services (HHS), the Centers for Medicare & Medicaid Services (CMS), and the Food and Drug Administration (FDA). The Capture Manager will lead the pursuit of large, complex opportunities within these agencies, developing strategic plans to position the organization for success and overseeing the entire capture lifecycle. This role requires a deep understanding of federal acquisition processes, a proven track record of winning government contracts, and strong relationships within the HHS/CMS/FDA sectors.
Key Responsibilities:Capture Strategy Development : Develop and execute capture strategies for specific HHS, CMS, and FDA opportunities, ensuring alignment with company growth goals and client needs.Client Engagement and Relationship Management : Build and strengthen relationships with key decision-makers and stakeholders within HHS/CMS/FDA, gaining insights into agency missions, budgets, and procurement strategies.Competitive Analysis : Conduct market research and competitive analysis to understand client needs, identify key competitors, and establish competitive advantages.Capture Planning and Execution : Own and manage the capture process from opportunity identification through proposal submission, including developing win themes, value propositions, and price-to-win strategies.Proposal Development Coordination : Collaborate with proposal managers, solution architects, pricing, and technical teams to produce compliant, high-quality proposals that align with agency requirements and highlight competitive differentiators.Teaming and Partnership Development : Identify and establish strategic partnerships and teaming arrangements to enhance proposal strength and competitiveness.Pipeline Management : Maintain and update the pipeline of HHS/CMS/FDA opportunities, ensuring accurate tracking, reporting, and progress updates for senior management.Risk Management : Identify and mitigate risks associated with capture and proposal activities, implementing solutions to address potential obstacles.Qualifications:
Experience : 5-7+ years of experience in capture management or business development within federal contracting, with a focus on HHS, CMS, and/or FDA.Education : Bachelor's degree in business, Public Health, Healthcare Administration, or a related field; an advanced degree is a plus.Expertise :
Extensive knowledge of HHS/CMS/FDA programs, procurement processes, and government contracting vehicles (e.g., IDIQs, GWACs, BPAs).Proven track record of capturing and winning complex federal contracts in the health sector.Strong relationships within federal health agencies and an understanding of their mission, budgets, and challenges.
Skills :
Exceptional strategic planning and analytical skills, with the ability to create and implement successful capture plans.Strong networking, negotiation, and interpersonal skills to effectively engage clients and partners.Excellent written and verbal communication skills, with experience in proposal writing and compliance.Proficiency in CRM tools, such as Salesforce, and Microsoft Office Suite.
Certifications : APMP or other relevant certifications in capture management, proposal management, or project management are advantageous.Key Competencies:
