Description

The purpose of this position is tomanage and facilitate the day-to-day operations of the Stormwater Department. This position is responsible for coordinating the flood control, water quality, channel protection, floodplain and system mapping, illicit discharge, facility maintenance, public outreach, stormwater utility billing and other activities of the department. Tasks involve office and field work in the review, planning, design, and inspection of stormwater management facilities.Examples of Duties

Manages, directs, and evaluates assigned staff; develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems, and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.Develops, recommends and implements Stormwater plans that delineates all current and future stormwater requirements to meet the federal, state, water management district, and County Comprehensive Plan.Provides intergovernmental coordination with the municipalities within the county; conducts frequent meetings with all agencies to foster the development of a unified stormwater management plan; meets with various civic groups with the educational goal of providing a background of the stormwater needs.Identifies and assists in the acquiring of real estate interest for stormwater needs to maintain and enhance the level of service in accordance with the approved stormwater plan.Ensures work activities are in compliance with all applicable codes, laws, rules, regulations, standards, policies, procedures, and specifications; ensures adherence to established safety procedures; and monitors work environment and use of safety equipment to ensure safety of employees and other individuals.Reviews and approves technical reports, drawings, stormwater plans, hydrology studies and specifications prepared by professional engineering consultants and other members of the development community; develops long range plans for drainage and water quality improvements.Develops and implements long- and short-term plans, goals, and objectives for the stormwater department; researches, assesses, and develops strategies to meet current and future community needs; implements programs, needed changes, modifications, and/or enhancements.Develops, presents, and implements budget for the stormwater department; directs the allocation of budget resources for departmental projects and initiatives; monitors expenditures and revenues to ensure compliance with approved budget; reviews and approves purchase orders; and maintains related documentation.Processes a variety of documentation associated with department/division operations, within designated timeframes, and per established procedures; receives and reviews various documentation; reviews, completes, processes, forwards, or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.Operates a personal computer to enter, retrieve, review, or modify data, utilizing word processing, spreadsheet, database, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.Communicates with supervisor, other County employees, vendors, outside agencies, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.Performs other related duties as assigned.Minimum Qualifications

Education and Experience:Requires a Bachelor's degree in biology, civil engineering, environmental science, or related field, supplemented by seven (7) years of progressively responsible experience related to stormwater utility work, to include lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Licenses or Certifications:Must possess and maintain a valid Georgia driver's license.Registered professional engineering license is preferred.Level II certification from Georgia Soil and Water Conservation Commission is preferred.

PHYSICAL DEMANDSThe work is heavy work which requires exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects. Requires mental acuity including the ability to make rational decisions through sound logic and deductive processes, the ability to express ideas by means of the spoken word and have close visual acuity.

WORK ENVIRONMENTWork is performed both indoors and outdoors in varying weather conditions and may require standing for extended periods of time. Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, temperature and noise extremes, unsafe structures, confined spaces, machinery, traffic hazards, bright/dim lights, water hazards, or rude/irate customers.
