Primary Purpose
The Director, Sustainability, Energy, and Environmental Programs establishes and maintains DASNY policies and procedures associated with NYS sustainability law, establishes strategies to meet our customer-agencies capital program and project needs from a sustainability, energy efficiency and environmental standpoint, and develops revenue-generating services marketable to both existing and potential NYS and NYC customer-agencies.
Essential FunctionsDevelop policies and procedures to meet DASNY's obligations associated with NYS and NYC sustainability, energy and environmental law, guidelines, rules and regulations.Ensure DASNY's obligations associated with NYS and NYC sustainability, energy and environmental law guidelines, rules and regulations are met and participate in statewide technical committees and public relation events, and work in collaboration with other NYS and NYC agencies on behalf of DASNY.Provide timely deliverables including required reporting associated with DASNY's operations in accordance with NYS and NYC sustainabilty, energy and environmental law, guidelines, rules and regulations.Work with DASNY's customer-agencies to develop strategic sustainability, energy and environmental master plans and solutions particular to capital programs and/or projects, campuses and facilities, and provide guidance to internal architecture, engineering and construction project management staff.Work with DASNY's Marketing and Communications Department and develop, market and maintain revenue-generating sustainability, energy and environmental services marketable to both existing and potential NYS and NYC customer-agencies.Work with DASNY's Procurement Department including Construction and Professional Services Contracts and develop and maintain contract language associated with sound sustainability, energy efficiency and environmental practices in conjunction with DASNY customer-agencies.Develop and maintain a database of practices, solutions and general knowledge of sustainability, energy efficiency and environmental information that can be mined for solutions to future programs and/or projects.Conduct on-going review of DASNY design and construction practices; identify opportunities for improving performance in relation to sustainability, energy efficiency and environmental practices and standards.Work with Construction Division Architects, Chiefs, Code Compliance staff, Directors, Engineers and Project Managers to maintain quality and consistency in process and deliverables associated with sustainability, energy and environmental efforts.Develop and conduct technical training for DASNY staff, clients, contractors, and consultants.Maintain current knowledge and certifications in "green" building standards.Other Duties and Responsibilities
Direct the assessment, development, implementation, and testing of internal controls.Supervise, train, and evaluate staff.Ensure supervisors meet their obligations in the supervision, training, and evaluation of their staff.Conduct benchmarking projects as needed.Deliver presentations externally and internally.Direct the development, documentation and implementation of policies and procedures.Direct the assessment, development, implementation and testing of internal controls.Undertake special assignments as directed.Must maintain regular attendance in accordance with DASNY attendance and leave policies.Must adhere to the NYS Information Security Policy Standards established and issued by the Office of Cyber Security and Critical Infrastructure Coordination. Physical/Mental/Visual Demands
Travel is required using public transportation, DASNY vehicle, rental vehicle or personal vehicle. This travel may include overnight stays at public accommodations and related establishments. May require exposure to weather and temperature extremes, loud noises, heights (climbing ladders, scaffolding, etc.) and other work-safety hazards (chemicals, fumes, etc.) of a construction site. Requires complex and time-pressured decision making. Must be able to work overtime or extended work hours as needed.

Standard office environment, including the use of one or more of the following: PC, telephone, fax machine, printer, copier, electronic stapler/hole punch/date stamp, shredder.
Minimum Qualifications
Bachelor's degree plus ten years relevant experience in the implementation and/or maintenance of sustainability programs including reporting related to NYS guidelines, rules and regulations; knowledge of mechanical and electrical systems, energy efficiency and savings solutions, and an understanding of the built environment and strategies associated with social responsibility and environmental sustainability. Six years experience supervising and evaluating professional staff. Program management and customer-facing experience required.
Preferred Qualifications
Bachelor's degree in Architecture, Engineering, Building Science, Construction Management, or related field with coursework related to the design and implementation of sustainability policies and practices, energy modeling and savings and environmental polices and practices plus 15 years relevant experience including six years' experience supervising and evaluating professional staff. Experience with LEED certification standards. Management experience. Licensed in New York as a Registered Architect or Professional Engineer. Certification as a USGBC LEED Accredited Professional. Experience authoring and delivering presentations to large and varied audiences. Experience with construction industry applications.
