Summary:
Performs a variety of fundamental Project Management tasks under general supervision of a senior level Operations Manager, involved in the planning, monitoring, and management of the United States Air Force Warfare Center (USAFWC) Multi-TADIL Network (MTN) architecture and integration of joint data and communications systems in support of USAFWC sponsored events. Aides in the installation, operations, testing, and maintenance of electronic equipment and systems.
Essential Duties and Responsibilities:
The Joint Data Link Planner is responsible to the Joint Interface Control Cell (JICC) watch officer, Joint Data Link Network Operations Officer (JDNO) and Joint Interface Control Officer (JICO) for all system administrators matters for the JICC computer systems.
The Joint Data Link Planner is a direct report to the Data Links Supervisor for any other tasking.
Coordinates joint/coalition inputs and adjusts to operational and strategic dynamics. Supports development of architectures for all major Coalition and Joint exercises, including, but not limited to: Weapon School Advanced Integration, Green Flag West, Red Flag Nellis and other USAFWC sponsored test and training events.
Use established policies, procedures, and subject matter knowledge to complete assignments of medium complexity that vary in nature and sequence.
Establishes, develops, and maintains effective work relationships with Theater/Range JICOs and HQ ACC who are the focal points for coordinating and modifying the tactical data link networks and for execution of all CJCSM 6120.01 and CJCSM 3115.01 procedures operating in ACC.
Coordinates with the Joint Data Network Administrators (JDNAs) to ensure TDL systems are configured correctly to support mission requirements.
Works with the multiple weapon systems managers and other directorate members to ensure feeds, tasked sensors, and reporting systems support customer requirements.
Provides managers resolutions for complex data link systems problems and explains performance expectations to NTTR data link cell and provides regular feedback on strengths and weaknesses.
Authors and requests Temporary Radio Frequency Authorizations (TFAs) into the Navy Marine Spectrum Center (NMSC) Link-16 Portal and inputs Time Slot Duty Factor (TSDF) into the Link Pulse De-confliction Server (LPDS) in support of mission objectives.
When needed, delivers presentations on JDNO status, accomplishments, problems, and requirements for support to the organization.
Recommends changes to operations and maintenance processes to improve mission readiness and system capabilities.
Understands and applies knowledge of various weapon systems' data link capabilities and limiting factors to solutions with consideration of transmissions protocols, bandwidth, and message implementation.
Identifies current and future HHQ information exchange requirements.
Monitors and helps resolve CTP connectivity and interoperability issues.
Directs subordinate joint and coalition capable units to execute the USAFWC data link architecture.
Ensures all CTP feeds correlate together to provide an accurate display of the battlespace and makes sure the information is distributed to subordinate USAF Command and Control elements as well as Joint and coalition elements.
Responsible for ensuring the multi-TDL network, sensor networks, and intelligence networks are fused and forwarded on to the USAFWC's COP.
Receives inputs from intelligence, operations, and communications teams to ensure the USAFWC architecture is established properly IAW published OPTASKLINK and other higher headquarters guidance.
May perform system administration duties, including networking on Unix/Linux equipment in performance of other assigned duties.
May perform upgrades and installations to Windows XP/Windows 7 equipment in performance of other assigned duties.
Performs Link 16 operations at a minimum of Joint Tactical Information Distribution Systems (JTIDS) 101 levels.
Other Related Duties:
Each employee must read, understand, and implement the general and specific operational, safety, quality, and environmental requirements of all plans, procedures, and policies pertaining to their job. Follows Crypto/COMSEC and IA procedures. Works with Secure Telephone Equipment data/voice procedures.
Qualifications:
Knowledge, Skills, and Abilities Required for this Position:
Associate's degree in engineering/computer sciences or other technical discipline, or formal academic/vocational/military training and a minimum of 7 or more years of technical/professional experience in the specialty field.
Must have a professional knowledge of applicable engineering concepts and principles, and a familiarity with related engineering fields.
Must have a practical knowledge of test methods and practices sufficient to perform routine to more complex engineering procedures and to prepare or make minor modifications of standard test procedures or test equipment work instructions.
Ability to qualify for and maintain a Top-Secret Security Clearance with possible SCI.
Must be able to obtain and maintain the necessary government security clearance.
Desired qualifications:
Minimum of 3 years with Tactical Data Link/BC3/MSCT.
Knowledge of MTN operations at a minimum of JTIDS-201 with at least four years of applicable data link experience.
AJOC (JT-310) course completion highly desired.
Work Environment and Physical Demands:
This position involves work typical of an office environment with no unusual hazards. There is occasional lifting (up to 50 pounds), constant sitting and use of a computer terminal, constant use of sight abilities while writing, reviewing, and editing documents, constant use of speech/hearing abilities for communication, and constant mental alertness. Routine travel to remote Company work locations may be required.
