We are hiring an experienced IT Business Analyst to work for us as our direct, W2 salaried or hourly employee in a potential long-term, multi-year contract that currently is funded through June 2025. You will:Work on site on a hybrid basis in Harrisburg, PA at least one or two days per monthLead the technical effort for the client’s Enterprise Licensing System (ELS) implementation. It is an enterprise-wide system in which licensing, permitting, and certifying functions will be located. The client is currently using a paper-based MS Access and Excel system. The ELS will automate the functions to improve efficiency and accuracy.Fill in for the client’s staff Business Analyst who is on leave until October 2024 and work on the following:
Digital accessibility of the client’s website and web-based patient and caregiver identity card applications.Assist with SharePoint site management and the potential conversion of existing client shared drive files to SharePoint.Provide technical advice as needed on IT-related projects.
Develop user stories, coordinate user testing, develop staff training materials, deliver staff training in virtual and real-world environments for the ELS system project.Work with internal and external teams on the ELS system fixes.Develop workflows for future ELS enhancements.Provide IT support for the client’s ELS users.Work on the client’s Seed-to-Sale and Registry applications as needed to assist another staff resource. The responsibilities will include:
Assisting the support team in maintenance and operations functions.Preparing analytical reports, resolving basic system issues identified via error queues, and assisting with daily system support tasks.With the Seed-to-Sale RFP scheduled for release and award, the BA will aid in the transition. Anticipated duties for this effort include managing system documentation (requirements, specifications, defects, change orders, etc.), preparing test scripts, conducting pre- and post-production testing, and developing user training.
Develop and distribute weekly status reports.Required Skills and Experience:
Currently reside within one hour of driving distance of Harrisburg, PA.Able to work on site on a hybrid basis in Harrisburg, PA at least one or two days per month.Bachelor’s degree is required.Formal requirements gathering techniques 7 years of professional experience.Developing business requirements 7 years of professional experience.Developing functional requirements 7 years of professional experience.Developing user (stakeholder) requirements - 7 years of professional experience.Developing Quality of Service (QoS) non-functional requirements 7 years of professional experience.Developing report specifications 7 years of professional experience.Developing requirements traceability matrixes - 7 years of professional experience.Strong understanding of IT Business Analysis Body of Knowledge (BABOK).MS Office and Visio 7 years of professional experience.Writing SQL queries 7 years of professional experience.Ability to drive process forward and ensure that all risks and issues are appropriately escalated.Comfortable working with a variety of internal and external stakeholders.Analytical, critical thinking, and problem-solving skills.Desired Skills and Experience:
