Job DescriptionSenior Systems Analyst
Montgomery, AL - onsite12 monthsPossibility of converting to merit.w2 position.Position DescriptionSenior Systems Analyst works closely with Functional teams, Product Owners, and Technical team to provide functional, technical, and management support of the Eligibility & Enrollment application of Medicaid. This position will independently perform a full range of responsibilities including analyzing diverse problems and determining solutions and understanding and applying industry best practices. This position also serves as a lead for the business analyst team.Provide the following duties:Elicit requirements using interviews, document analysis, requirements workshops, business process descriptions, use cases, scenarios, business analysis, task and workflow analysis.Critically evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding, and distinguish user requests from the underlying true needs.Proactively communicate and collaborate with external and internal customers to analyze information needs and functional requirements.Utilize experience in using enterprise-wide requirements definition and management systems and methodologies required.Successfully engage in multiple initiatives simultaneously (working on parallel development teams).Work independently with users to define concepts under the direction of project managers.Drive and challenge programs on their assumptions of how they will successfully execute their plans.Serve as the conduit between the customer community (internal and external customers) and the software development team through which requirements flow.Develop requirements specifications according to standard templates, using natural language.Collaborate with developers and subject matter experts to establish the technical vision and analyze tradeoffs between usability and performance needs.Be the liaison between the programs, development teams, and support teams.Fully utilize Microsoft Team Foundation Server (TFS) from a BA perspective, tracking requirements, work items, bugs, deliverables, builds, and source code.Track progress and review project tasks to ensure deadlines are met appropriately.Follow Scrum/Agile Methodology.Skills Required:Strong analytical, technical, and product management skills required, including a thorough understanding of how to interpret customer business needs and translate them into application and operational requirements.Skills in facilitating Joint Application Design (JAD) sessions.Extensive experience with Change and Configuration Management.Extensive experience with project development methodology and able to apply methodology in a practical manner.Ability to work independently and not rely on State or other team members for direction.Excellent verbal and written communication skills and the ability to interact professionally with a diverse group, executives, managers, and subject matter experts.Proficiency with MS Office (including Word, Excel, Outlook, PowerPoint, Access) and Visio.Proficiency with MS Team Foundation Server (TFS).Skills to work on Business Case documentation, gather and document Business, User, Functional, and Technical requirements.Skills to create Use Cases, prepare GUI wireframes (Screen and Interface designs), prepare and maintain Requirements Traceability Matrix.Knowledge with COTS and SAAS products requirements.Skills Preferred:Strong analytical skills required, including a thorough understanding of how to interpret customer business needs and translate them into application and operational requirements.Knowledge of Medicaid and Children's Health Insurance Program (CHIP) Eligibility and Enrollment (E&E).Excellent verbal and written communication skills and the ability to interact professionally with a diverse group, executives, managers, and subject matter experts.Proficiency with MS Office (including Word, Excel, Outlook, PowerPoint, Access) and Visio.Proficiency with MS Team Foundation Server (TFS).Experience Required:Seven years' experience as a System Analyst or Business Analyst.Experience facilitating requirements sessions.Experience with Change Management.Working hands-on with all aspects of the System Development Life Cycle.Excellent written and verbal communication skills.Ability to develop and negotiate win/win solutions to project issues.Extensive experience with system requirements and their constraints/dependencies.Experience with software development methodology.Experience with Eligibility and Enrollment (E&E) for Medicaid and Children's Health Insurance Program (CHIP) business areas required.Must be able to work independently on all assigned tasks.Experience Preferred:Experience with State Government, Medicaid, CHIP, and DHR business area or healthcare industry.Education Required:Bachelor's Degree in Computer Science, Information Systems, Business Administration, or other related field, or equivalent work experience.Education Preferred:Certifications:Candidate will work 100% onsite in Montgomery, AL.
